Guidelines for IEEE-SA Meetings
All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed… do formally object. If you have questions, contact the IEEE-SA Standards Board Patent Committee Administrator at or visit See IEEE-SA Standards Board Operations Manual, clause and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. TAG Comments on Report ITU-R SM Smart grid utility management systems.docx Review feedback and response from ITU Follow up: “Document 1/ Draft revision of Report ITU-R SM – Smart grid utility management systems SG 1 approved the draft revised Report from WP 1A without comment.” From Chairman’s report Potential follow up on “beam forming” wireless power transformer at 2450 MHz. to the EC. Any response would have to be approved in Warsaw and approved by EC on teleconference. Liaison from WP1A’s meeting earlier this month has been received. Due to the size of the document I have posted it on the RR-TAG Mentor website as will check with and chairs and discuss potential response. Tim Godfrey, EPRI

White paper on TSN Ethernet operation to provide time bounded or deterministic services. How can this be applied in utility applications? Substation networks Interconnection between LAN and WAN The requirement comes from specific applications: Starting point was Audio/Video, and industrial automation Now the TSN capability is application agnostic Automotive is an emerging application – replace CAN, Flexray, etc. There is also ring topology for redundancy Questions: Is utility protection application considered for TSN? Take this up when there is a draft s SMR – spectrum management resources Can provide an input with respect to Smart Grid or IoT? IEC 65C WG 17 dealing with coexistence management and spectrum policy ETSI TCRRS reconfigurable radio systems ETSI TCERM WG 41 – defining a central coordination point to handle spectrum. Sharing and increasing coexistence and providing better QoS Coordinate with Action Plan: Coordinate with ULI initiative 4s resource management is defined, but now how they are used White paper could cover how adaptation and resource management are accomplished. Are there any new utility industry activities or organizations that could benefit from a liaison to ? Useful Output: Identify the use cases that the standards serve, and provide them to the industry. That can then define who is an appropriate liaison Need to educate and inform liaisons to gather needs and requirements with respect to IEEE 802 projects.
