2 Lifts Directive 2014/33/EU Ensuring the free movement of lifts and safety components for lifts throughout the EU and contributing to and effectively operating internal market Guaranteeing the safety of lifts and their safety components for users and maintenance personnel Based on New Approach – NLF aligned

3 Lifts Directive 2014/33/EU The mandatory Essential Health and Safety Requirements (EHSRs) define the safety objectives to be attained A lift must comply with the EHSRs when it is placed on the market Voluntary harmonised standards (hENs) or parts thereof the references of which have been published in the OJEU can be used to benefit from the presumption of conformity

Requests CEN to draft hENs in support of the implementation of EHSRs laid down in Annex I to Directive 2014/33/EU, and as relevant in Annex I to Directive 2006/42/EC on machinery List of hENs is given in Annex II to M/549 hENs shall meet requirements (priorities) given in Annex I to M/549 and each hEN must include a clear and precise Annex ZA

5 Annex I to m/549 Requirements for the hENs – examples:
Shall be fit for purpose in the context of … markings and instructions Shall not unduly inhibit fair internal market and fair competition … especially with respect to the implementation of those EHSRs necessitating technical specifications dealing with maintainability and serviceability of lifts and safety components Shall not unduly restrict access to relevant maintenance and diagnostic data, related interfaces and tools needed…

7 Remarks ‘Placing on the market’ means the supply of a lift for use on the Union market in the course of a commercial activity… Instructions/equipment/accessories and access to relevant data shall enable maintenance independent from the initial installer as far as aspects covered by the Lifts Directive are concerned hENs elaborated in an inclusive, transparent and consensus-based (industry, SMEs, stakeholders) process shall cover all the above aspects
