2 Module 1 State: This is the HazMat operations segment of the State of Ohio HazMat/WMD Training pyramid. You should have already had your HazMat Awareness level and WMD Awareness level training. This course is the next step in First Responder training. Instructor Notes

8 Course Objectives At the conclusion of the this Module the Student will be able to: Describe the basic Hazard and Risk assessment Techniques. Describe the selection and use of PPE provided to operations level personnel. Explain the basic Hazardous Materials terms. Describe how to perform basic control, containment and/or confinement operations. Demonstrate implementation of basic Decon. Demonstrate an understanding of Local SOP’s Use this time to review the Objectives for this module. If necessary refer to OSHA and NFA Instructor Notes

9 Module 1 - Introduction Hazardous Materials First Responder Operations Level
Federal Laws (SARA) OSHA and EPA Regulations 29 CFR 40 CFR part 311 State: Over the past many years our federal government has passed laws to protect our environment. In 1986 a law was passed and became known as The Superfund Amendment and Reauthorization Act or (SARA). SARA mandated that OSHA and EPA would develop standards for responding to hazardous materials spills. These standards are known as OSHA 29 CFR , the HAZWOPER standard and EPA 40 CFR part 311. Recognize Identify Isolate Protect Notify Initiate IC State: In your previous training you should have been taught the basic requirements of Awareness level responders. Occupancy or Location Markings or Colors Container Shape and Sizes Placards and Labels Shipping papers and MSDSs Senses State: At the awareness level you were taught six clues for recognizing and identifying hazardous materials at an incident. Thermal Radiation Asphyxiation Chemical Harm Etiological/Biological Mechanical State: TRACEM is an acronym identifying the ways that a hazardous material can harm you. Ask: What does each letter represent? Transition: Operations level training Instructor Notes

Protect Persons Property The Environment Defensive actions Don’t try to stop the release Read and review again the first paragraph for the operations level responder.
