Defining Distraction State definitions may specifically address:
activities that cause distraction types of device(s) driving

Activities that Cause Distraction
Reading and/or writing Attending to personal hygiene or grooming Interacting with pets or unsecured cargo Using personal communications technologies Engaging in any other activity which causes distractions

OH Definition of Distraction
ORC (A) No person shall drive a motor vehicle while using a handheld electronic wireless communications device to write, send, or read a text-based communication.

OR Definition of Distraction
ORS (A) A person commits the offense of driving a motor vehicle while using a mobile electronic device if the person, while driving a motor vehicle on a highway or premises open to the public. An electronic device that is not permanently installed in a motor vehicle, and includes but is not limited to a device capable of text messaging, voice communication, entertainment, navigation, accessing the Internet or producing electronic mail.

WA Definition of Distraction #1
RCW 44.61 A person who uses a personal electronic device while driving a motor vehicle on a public highway is guilty of a traffic infraction and must pay a fine as provided in RCW (3). Any portable electronic device that is capable of wireless communication or electronic data retrieval and is not manufactured primarily for hands-free use in a motor vehicle; includes, but is not limited to, a cell phone, tablet, laptop, two-way messaging device, or electronic game.

WA Definition of Distraction #2
RCW It is a traffic infraction to drive dangerously distracted. Any driver who commits this infraction must be assessed a base penalty of thirty dollars. A person who engages in any activity not related to the actual operation of a motor vehicle in a manner that interferes with the safe operation of such motor vehicle on any highway.
