(Charlotte) Over the past year, DSAID underwent some changes. We are now going to discuss some of the most recent changes. Defense Sexual Assault Incident Database

22 DoD Identification Number
DoD ID Number New field on the Victim Profile, the SARC Profile, and the VA Profile Enables future DSAID automation (Charlotte) DoD ID: If you take a look at your CAC, you see the DoD ID number on the back. DSAID now offers the capability to enter this unique identifier, in the DSAID Case, the SARC Profile, and the Victim Advocate Profile, as we are showing on the screen. We will discuss later in the webinar, how inputting the DoD ID number into DSAID will save time, improve accuracy, and lighten the load for the SARC. By itself it is a useful confirmation of identity, but when we link it to DEERS using DSAID’s powerful automation tools, it will become a big time saver for the SARC. 23 Case Level Report - SARC Access
SARCs may run a Case Level Report for their assigned cases Service SAPR Program Manager grants access to run the Case Level report (Charlotte) You may recall from the DSAID January 2018 webinar, SARCS can now view your own Case Level reports. This report provides an overview of all of your Service’s cases, and includes most of the fields in the DSAID case. It does remove PII, so you can be sure that you are not inadvertently causing a data spill. If you need to run this report, contact your Service SAPR Program Manager, who can grant you access. You schedule this report to run in advance, best practice is to run at night so it is available when you come in in the morning. We are currently measuring very low SARC Case Level Report usage. I’d like to do a quick poll: Prior to this webinar, did you know that this capability existed? Please go to your pod and register your answer. If you did know about it, please answer the next question, which asks whether you tried to use the case level report. If you would like to try out the case level report, you must get access. If you have access, the bottom of your SARC profile will say “Yes” next to “Generate Case Level Report,” as shown on the screen. If you do not have access, and would like to request it, contact your HQ level Service SAPR PM. Different services have different policies about SARCs using this report, so your Service SAPR PM can tell you whether you are allowed to use it or not. We have posted contact information for each of the Service’s SAPR PMs in the file download area of the Adobe room, so you can easily find out whom to talk to. If you want to learn more about the case level report and how to use it, we attached some helpful slides in the backup section of this slide deck. 25 NCIS Interface Air Force, Army, and Navy each have data exchange interface between their Military Criminal Investigative Organizations (MCIOs) and DSAID Navy’s MCIO, NCIS, is transitioning from using the CLEOC database, to the new NJIS database DSAID Team working with Navy to start a new data exchange interface with the new database Why this is important: The Navy’s investigative case number format will change with the implementation of NJIS All SARCS inputting NCIS cases have to be aware to use the different format (Darlene) Talking points ???? 27 CATCH Program in DSAID As-Is To Be (Darlene) Thank you, Doug.
On this next slide we show how DSAID will assist with the CATCH program. On the top row of the table, labeled “As-Is”, you can see the DSAID free text field on the Case page where reasons for conversion from Restricted to Unrestricted are currently captured. Compare that with the (soon to be) picture on the lower part of the table, labeled “To Be”, showing the dropdown list that will ensure we capture any CATCH selections. There will be less typing for the SARCs too! We don’t have a go-live date yet, stay tuned for announcements coming out of this office. Defense Sexual Assault Incident Database

28 DSAID Infrastructure Upgrading the infrastructure and making DSAID ready to move Compliance with Risk Management Framework (RMF), Authorization to Operate (ATO) Upgrade completion expected by April, 2019 Select and move to a new platform by April, 2020 (Charlotte) DSAID was released in The Technology world has advanced rapidly in the past six years. Many available Platforms that DSAID would consider moving to, such as cloud-based platforms, won’t accept an application with DSAID’s ageing infrastructure. We are currently in a code freeze, except for the NICS and CATCH program updates, until next Spring 2019, while we work to acquire, set up, test, and implement new servers with upgraded software. Following that we will work on moving to a new platform. While that happens in the background, we are also working to ensure our production servers are compliant with Federal risk management standards. Retaliation Module Mandated by FY17 National Defense Authorization Act, Sec 543 Applies to sexual assault cases only. (Note: The Office for Diversity, Equity, and Inclusion will separately collect sexual harassment retaliation information.) SARCs collect this information and send in annually The Retaliation Module Workgroup met monthly from August 2017 to February 2018 Requirements delivered to developer Creating new training and documentation (Charlotte) The collection of information about incidents of retaliation related to sexual assaults is mandated by FY17 NDAA, Section Please note this does NOT pertain to retaliation related to sexual harassment. SARCs must currently collect this information in response to SAPRO data calls and send it to their Service HQ via spreadsheet for inclusion in the annual report. In an effort to make the collection easier, and speed up the process, we are building a DSAID Retaliation module. Representatives from your services, IGs, and MCIOs met as a workgroup from August, 2017, through February, They discussed policy and requirements surrounding sexual assault retaliation reporting, and how best to capture this in DSAID. This module is currently under development, and we estimate it will be ready for DSAID users in the Spring of 2019. We are creating new training and documentation, and will be looking for people to volunteer to do pilot testing and be our early adopters. Our pilot testers can help determine how the training and documentation will look. Will it be you? File Locker Retention of DD2910 and DD2911 for 50 years is mandated by 32 CFR Part 103 We are building capability in DSAID to ease the SARCs’ burden of retaining these records One consideration is to establish standardized processes of retrieval Timeline for development tracks with server upgrades Creating new training and documentation (Darlene) 32 CFR Part SEXUAL ASSAULT PREVENTION AND RESPONSE PROGRAM PROCEDURES (a)SARC Procedures (8)(i)(B) Inform the victim that the DD Form 2910 will be uploaded to DSAID and retained for 50 years for Unrestricted Reports. The DD Forms 2910 and 2911 filed in connection with the Restricted Report must both be retained for 50 years, in a manner that protects confidentiality. The form 2911 is the Sexual Assault Forensic Exam or SAFE. The number of SAFEs conducted for Service Members over the past two FYs: In FY 16, 609 SAFEs were conducted (436 Unrestricted and 173 Restricted) and in FY17, 675 SAFEs were conducted (498 Unrestricted and 177 Restricted). Blank DD Form 2911 has 15 pages. With the new file locker, SARCS will be able to upload restricted and unrestricted 2910’s and 2911’s DSAID will securely store them for the required 50 years, and we will also make them easy to securely retrieve and report on if needed. 31 DEERS Interface Enter DoD ID number and Last Name Get back LN, FN, SSN, DOB, and other fields (Charlotte) Remember the DoD ID number we mentioned at the beginning of the webinar? This is what you have been waiting for! Although it’s early and there may be some changes when we get into development, here’s what our current design is calling for: Go into DSAID and create a new case Enter the victim’s DoD ID number and their Last Name and click Lookup to DEERS DSAID returns a popup window listing a number of fields, including Last name, First name, SSN, DOB, and other personal fields. If you are able to verify that this is the correct person, you can click the popup’s Update DSAID Case button. DSAID will automatically populate those fields with current, accurate data. This will help prevent you from having to scramble during the data calls for the Annual Report, to get all the Relevant Data Not Available (RDNA) messages to go away. What’s more, now that we have the DoD ID number field in DSAID, it means we may be able to go to DMDC and backfill information from DEERS into existing DSAID records.
