Accredited Standards Committee C63® - EMC
Scope SC1 Techniques and Developments Scope Subcommittee 1 provides the technical expertise and resources necessary for maintaining existing and newly proposed C63® approved standards documents. New or existing measurement techniques and associated instrumentation, measurement methods, and limits development related to EMC are incorporated as assigned by the Main Committee ASC C63®.

Update on Working Groups
C63.2 Specifications for Electromagnetic Noise and Field Strength Measurement Instrumentation Working Group Chair: Werner Schaefer • In process to be published by Dec 21, 2016
6
C63.4 Chair: Don Heirman

Tuesday Meeting Met on 11/8/16 Major activity
Reviewed many inputs on the use of “shall” and “should” for normative and informative perspective, respectively. Most discussed was need to perform NSA to cover EUT heights of up to 3 meters. Developed three “teams” to amend, where appropriate, parts of 2014 standard. Planned multiple webinars to review particular areas needing discussion and team output
8
Tuesday Meeting Next steps:
Make progress in amending standard with input from teams Continue research in test methods above 1 GHz Review again interpretations Prepare draft to ballot probably in 2018 Publication in 2019

Accredited Standards Committee C63® - EMC
C63.4a Limited Amendment Chaired by: Don Heirman
10
Tuesday Meeting Met on 11/8/16 Major improvements
Clarify the single-position NSA geometry for validation of standard test sites Maximum frequency step size for both discrete frequency method and swept frequency method Removed moving antenna inward from periphery Added equations to for calculating theoretical NSA Validating test volumes for EUTs taller than 2 m updates to various formulas in Annexes F, G, N
11
Tuesday Meeting Next steps:
Request SC1 to move document with comments resolved from first ballot back to C63 for balloting process Resolve any additional comments by end of November Need Mandatory Editorial Coordination (MEC)
12
Motion To circulate C63.4a to the C63 main committee to review and approve for balloting

C63.25 Chaired by: Dan Sigouin
14
Background on New C63.25 WG In February 2016 it was decided and approved by the SC1 Chair that the C63.4 WG (Don Heirman) will continue addressing the site validation requirements below 1 GHz. C63.25 is only addressing the frequency range 1GHz to 18 GHz regarding site validation. New standard – Plan to circulate a draft to SC1 in first quarter of 2017 The TD SVSWR Method in the current draft of C63.25 is for all intent and purposes complete.
15
PINS is current (see website)
Scope: This standard provides methods of measurement requirements for the validation of radiated emission test sites in the frequency range of 1 GHz to 18 GHz. These requirements are applicable to fully anechoic rooms (FAR) and when spectrally treated on the floor open-area test sites (OATS), fully- and partially-covered OATS, semi-anechoic chambers (SAC).
16
The CISPR technique for site validation above 1 GHz is also referenced in C63.25 (CISPR : ), Site-VSWR (SVSWR). The TDR method has several useful features: such as requiring less time to perform the validation giving an indication of where the site or chamber may be deficient and allowing use of corrective measures to bring it into compliance The user will now have the ability to select the option of choosing among the two site validation techniques. Because the time domain approach is relatively new and as yet to be adopted universally, detailed specifics of how to perform the test will be provided in C63.25.
17
Meeting this week: 19 attendees
Reviewed ALL comments! There are now only 7 minor action items to be addressed; Mostly Editorial Once the action items have been resolved the draft will be moved to SC1 for comment. Once published we will petition the FCC to adopt.

C63.5 WG STATUS UPDATE Chaired by Bob DeLisi
19
C63.5 Update May 2016 No working group meeting at this meeting series
C63.5:2006 was administratively withdrawn on C63.5 Draft was submitted for BSR-8 public review Closing date for public comment is November 21, 2016 Two negative votes were addressed in the comment resolution as not being resolved since they dealt with C63.4 having undated reference to C All other negative comments resolved.

New Businesses Art Wall proposed a topic for 60cm loop antennas
A ad-hoc group was formed to formulate the study topic A PINS-C is expected from the study
22
Interpretation requests
5 recent interpretation requests were received since last meeting One IR required a renewed call for volunteers, a new group was formed 2 others awaiting for WG chair for submission 2 have been approved by main committee
