One of these challenges identified is obtaining complete and accurate records, in part because not all states make their criminal record information accessible for private companies to search. 4 Noncriminal Justice Agency (NCJA)
FBI CJIS Security Policy A public NCJA designated to request civil fingerprint-based background checks, with the full consent of the individual to whom a background check is taking place, for noncriminal justice functions, shall be eligible for access to CJI. Access shall be permitted when such designation is authorized pursuant to federal law or state statute approved by the U.S. Attorney General. NCJA (public): A public agency or sub-unit thereof whose charter does not include the responsibility to administer criminal justice, but may have a need to process CJI. An example would include a local school district which uses CHRI to support hiring decisions. 6 What is the first step in becoming a client with DPS to receive fingerprint based criminal history records? Request to Department of Public Safety Criminal Records & Identification Bureau (R&I) Department of Public Safety 5700 E. Tudor Road Anchorage, AK 99507 A letter on agency letterhead to DPS: Name & nature of the business Physical & mailing address of the business Purpose of the request Contact name & phone number State statute or federal law authorizing agency to receive requested information Department of Public Safety, Statewide Services, CJIS Programs Unit Ex Admin Training 12/6/2018

7 Once set up, your agency can begin submitting fingerprints.
Once approved, your agency will need to: Receive DPS Client# Sign User Agreement with DPS Designate Local Agency Security Officer (LASO) Security Awareness Training for authorized agency personnel Subject to CJIS auditing by DPS (every 2 years); possible CJIS audit by the FBI (every 3 years) Once set up, your agency can begin submitting fingerprints. Anchorage, AK 99504 Fingerprint-based criminal history check is getting the most accurate and up to date records- the state and national criminal records are constantly updated by law enforcement. Correctable- Applicants who disagree with information, by law can challenge the accuracy/completeness of the records. By using fingerprint-based CHRI, your agency is following the state statutes in requesting DPS provide CHRI on persons with supervisory or disciplinary power over minors or dependent adults.
