INTRODUCTION: Today we are going to discuss Performing Day in the Life of a HR Technician. NOTE: Before presenting this lesson, instructors must thoroughly prepare by studying this lesson and identified reference materials. Throughout this lesson, solicit from students the challenges they experienced in the current Operational Environment (OE) and what they did to resolve them. Encourage the students to apply at least 1 of the 8 critical variables: Political, Military, Economic, Social, Information, Infrastructure, Physical Environment, and Time. Conditions: With an awareness of the Operational Environment (OE) variables and actors. MOTIVATOR: Changes over the past few years in Human Resource (HR) processes has caused an significant increase in the specific processes and daily requirements of a HR Technician.

2 Terminal Learning Objective TERMINAL LEARNING OBJECTIVE:
LESSON OUTCOME: These Battle Drills provide realistic training for Battalion S1s and Brigade Strength Managers. At the conclusion of the “Day in the Life Scenarios,” students will be able to complete some of the most common tasks within our field. . Army Learning Areas (ALAs) – General Learning Outcomes (GLOs) Mission Profession and Leadership – GLO 1 Mission Command – GLO 4 Professional Competence – GLO 13 & 14 TERMINAL LEARNING OBJECTIVE: ACTION: Perform Day in the Life of a HR Technician CONDITIONS: In a classroom environment, given access to all Army Regulations, ALARACTS, MILPER Messages, EMILPO Training Database, AG Technical Lesson Plans and awareness of Operational Environment (OE), variables, and actors. STANDARD: Conduct the following HR Battle Drills and tasks correctly: 1. Publish a PERSTAT 2. Update a MOSI 3. Pull Rear Detachment Report 4. Conduct MTOE Comparison SHOW SLIDE 2: TERMINAL LEARNING OBJECTIVE NOTE: Inform the students of the Terminal Learning Objective (TLO) requirements. SAFETY REQUIREMENTS. In a training environment, leaders must perform a risk assessment in accordance with DA PAM , Risk Management. Leaders will complete a DD Form 2977 DD Form 2977 DELIBERATE RISK ASSESMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation RISK ASSESSMENT LEVEL. Low. ENVIRONMENTAL STATEMENT. Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Students must achieve a 70% to obtain a passing score. International Officers must achieve a 60%. INSTRUCTIONAL LEAD-IN. Understanding your responsibility as a HR Technician along with other HR Core Competencies and Key Functions is critical to your success as an HR Professional. This lesson provides an overview of doctrinal responsibilities, philosophies, and objectives for preparing and processing that occurs in your field. NOTE: Army Learning Areas (ALA) are the baseline focal points Soldiers and Army Civilians must possess to prevail in the ambiguous environments that challenge the Army today. The four ALAs are: Army Profession and Leadership; Mission Command; Human Dimension; and Professional Competence. The Army Learning Area taxonomy provides a framework to assist in grouping the General Learning Outcomes (GLO). The four Army Learning Areas serve as the framework to catalogue the 14 General Learning Outcomes. The GLOs are essential outcomes resulting from training, education, and experience along a career continuum of learning. There are three primary purposes for the Army General Learning Outcomes. First, they provide trainers and educators a lens into how effective they are in conveying their support material. Second, it assists in improving instructional design and/or training support packages. Finally it places responsibility on training and education proponents to be nested with ALAs. ALA: Army Profession and Leadership GLOs -The Army Profession is a unique vocation of experts certified in the ethical design, generation, support, and application of landpower, serving under civilian authority and entrusted to defend the Constitution and the rights and interests of the American people. Leadership is the process of influencing people by providing purpose, direction, and motivation to accomplish the mission and improve the organization. GLO 1: Soldiers and Army Civilians proficient in leader attributes and competencies. This includes Leader Development, Counseling, Coaching, and Mentoring. ALA: Mission Command encompasses how Army commanders and leaders apply the foundational MC philosophy with the MC WfF. Together, the MC philosophy and MC WfF guide, integrate, and synchronize Army operations throughout the conduct of ULO. There are four GLOs for the Mission Command ALA. GLO 4: Soldiers and Army Civilians demonstrate proficiency in mission command leader and commander tasks. This includes Lead the Operations Process, Inform and Influence Relative Audiences, Develop Teams within Units and Unified Action Partners, Art of Command/Science of Control, Pre-Combat Inspections, Lead the Unit, Organize Staff for Operations, Rapid Decision and Synchronization Process, and Troop Leading Procedures. ALA: Professional Competence is the demonstrated technical and tactical proficiency in Army and joint doctrine largely revolving around the concept of ULO codified in ADP There are three GLOs for the Professional Competence ALA. GLO 13: Soldiers and Army Civilians support Army policies, programs and processes; includes Understanding and contributing to Army Systems that manage, develop, and transform the Army. GLO 14: Soldiers and Army Civilians are technically and tactically competent; includes Branch and Career Management Field proficiency, Career Programs, Series Technical Certifications, and Warfighting Skills.

HR BATTLE DRILLS # Block of Instruction Systems Utilized Conducted During TW Lesson Focus and Learning Objectives 1 Publish a PERSTAT EMILPO FMS Web EXCEL TW 5 S1 and Strength Manager. This Battle Drill will reinforce the Personnel Accountability and Strength Reporting lesson and build upon the introduction to accountability processes and strength reporting formats and procedures. 2 Update MOSI EMILPO EXCEL FMS Web S1 and Strength Manager. This Battle Drill will reinforce the Enlisted Distribution an Assignment Selection block of instruction and develop skills to report shortages with MOS throughout either a BN or BDE level. 3 Pull Rear-D Report Datastore Excel EMILPO S1 and Strength Manager. This Battle Drill will reinforce the Personnel Readiness block of instruction and build skills in order to track deployability of personnel within either a Battalion or Brigade. 4 Conduct MTOE Comparison Excel FMS Web TW5 S1 and Strength Manager. This Battle Drill will reinforce the Personnel Accountability and Strength Reporting lesson and facilitate the ability to compare new and old MTOEs. This will allow S1s/Strg Mgrs the ability to forecast shortages based off a structure change. SHOW SLIDE 3: DEVELOPING BN S1s/BDE STRENGTH MANAGERS NOTE: Review each block of instructions (standard), systems utilized, and the focus/objective of each standard. NOTE: The Practical Exercises (PE) are included within this lesson as Battle Drills. There are no additional PEs.

4 BATTLE DRILL 1: Publish a PERSTAT
TASK: Publish a PERSTAT Condition: In a classroom environment, given access to FM 1-0, ADRP 3-0 and ADRP 5-0, and EMILPO Training Database, and awareness of Operational Environment (OE), variables, and actors. Standard: Students must publish a PERSTAT and account for all personnel in their battalion IAW given format and timeline. SHOW SLIDE 4: BATTLE DRILL 1: PUBLISH A PERSTAT SECTION III. PRESENTATION. 5 BATTLE DRILL 1: Publish a PERSTAT
Performance Measures: Identify Battalion UIC hierarchy in order to obtain correct information from EMILPO. 2. Log into EMILPO. 3. Under the report subsection in EMILPO Download the AAA-167 from EMILPO and export into EXCEL. 4. Once all UIC’s are exported to EXCEL utilize the names IOT compile numbers and format into the given format. Product will be ready for submission once Soldiers have compiled all information into the correct format, as well as consolidated all names as back up information. 6. Submit PERSTAT IAW instructor guidance. SHOW SLIDE 5: BATTLE DRILL 1: PUBLISH A PERSTAT NOTE: Review the performance measures required for publishing a PERSTAT.

6 SCENARIO You are the Battalion S1 for the 1/66 AR Battalion. Their Unit Hierarchy consists of HHC (W5XX01), Alpha Company (W7XX51), Bravo Company (WQXX51), Charlie Company (WWXX01), and Delta Company (W7XX01) Upon arrival and in accordance with the Brigade SOP your PERSTAT is preparing to go to a meeting with the Brigade CSM in reference to numerous enlisted manning shortages within the Battalion. She asks you to provide her with a Military Occupational Skills Inventory (MOSI) so she can provide the CSM with an updated accurate list of all MOS’ within the Battalion. TASK: Create a MOSI Condition: In a classroom environment given access to a computer, AR , AR 611-1, AR , DA PAM Online Smartbook, EMILPO training database and awareness of Operational Environment (OE), variables, and actors. Standard: Students will create a MOSI which reports current strengths by MOS and Skill Level for the entire BN. SHOW SLIDE 10: BATTLE DRILL 2: CREATE A MOSI Learning Step / Activity 2. 9 BATTLE DRILL 2: Create a MOSI
Performance Measures: Log into EMILPO. Under the report subsection in EMILPO download the AAA-167 from EMILPO and export into EXCEL. Once all UIC’s are exported to EXCEL begin to modify reports creating a pivot table to account for all the personnel by rank and by MOS (FACES). Download each company UMR, specifically section 4. Once all UMRs were exported, filter spreadsheets based on color. Those positions highlighted in yellow will identify the authorizations within the battalion. Once all positions are identified, create a Pivot table in order to identify by MOS and Skill Level authorizations. Combine both pivot tables and format correctly to finalize MOSI. 10 SCENARIO You are the Battalion S1 for the 1/66 AR Battalion. TASK: Pull Rear Detachment Report Condition: In a classroom environment, given access to FM 1-0, current Army Manning Guidance, the EMILPO Training Database, AR 220-1, and awareness of Operational Environment (OE) variables and factors. Standard: Students will pull Army Rear Detachment Report and summarize all rear detachment deficiencies SHOW SLIDE 16: BATTLE DRILL 3: PULL REAR DETACHMENT REPORT Learning Step / Activity 3. 13 BATTLE DRILL 3: Pull Rear Detachment Report
Performance Measures: Log in to Datastore. Underneath the Reports Folder select Rear Detachment Report. Select Summary and Detail as well as enter UIC (s). Once complete press finish. 14 SCENARIO You are the Brigade Strength for the 1st Brigade Combat Team 4th Infantry Division (WK0101). The Brigade Commander is discussing readiness during the USR and is concerned with the Non-Available population across the brigade. The HHC Company Commander asks you to pull the Army Rear Detachment Report in EMILPO in order for him to identify the population of Non-Available Soldiers within his company. Pull the report for him and ensure that you provide him not only the roll up but a by name list. TASK: Conduct MTOE Comparison Condition: Students acting as a Battalion S1, utilizing EMILPO training classrooms and given access to all regulations. 17 BATTLE DRILL 4: MTOE Comparison
Performance Measures: Log in to FMS Web (Create an account if necessary) Select Authorization Doc. Review. Select MTOE Documents and then Unit by UIC Enter your UIC. Select Current UIC Select the compare tool. Select the new approved MTOE for comparison. Conduct a side by side comparison for personnel details and export to excel for submission. 18 SCENARIO You are assigned as the Battalion S1 for 3-27th Field Artillery Regiment (HIMARS) <WFASAA>. Your Battalion Commander wants to know if there any changes from the current approved MTOE to the proposed MTOE that will come into effect. Provide him with a summary of changes from the October 2015 MTOE to the June 2016 MTOE. Identify for him the number of overall slots that are getting cut or that he is gaining inside his battalion.
