ADAPTING TO A CHANGING WORLD
Increased public awareness and concern associated with chemicals in commerce is influencing policy and purchasing decisions…This trend will continue for the foreseeable future… These changes require more transparency from the global chemistry industry… Transparency will contribute to building trust.
5
Our Definition of Sustainability
Sustainability requires making every decision with the future in mind. It is our relationship with the world around us – creating economic prosperity and social value while contributing to the preservation of our planet.
6
Organization and Expertise
Dow employs more than 2000 full time EH&S professionals globally. Every business has a global product stewardship leader and regional product stewards who are responsible for integrating EH&S and Sustainability into new product development. Dow employs multiple experts in: Mammalian toxicology (>75 years operating a world class laboratory) Human medicine Eco-toxicology Environmental chemistry (fate and atmospheric chemistry) Exposure assessment Risk assessment Life cycle assessment 6

Driving the Next Generation of Change
Our 2015 Sustainability Goals
8
Sustainable Chemistry
By 2015 Dow will double the percentage of sales to 10% for products which are advantaged by sustainable chemistry. We will publicly report on our progress by: Reporting our sustainable chemistry index. Presenting and/or publishing life cycle assessments. Providing summaries of areas of research and collaborations that spur sustainable chemistry innovation. Providing student prizes and Dow employee awards that promote sustainable chemistry. 8

Product Safety Leadership
We will publish product safety assessments for all products by 2015 and will continue to take appropriate action to manage risks. Describe basic hazards, use, risk and risk management. Close hazard, use and exposure data gaps. Summary of product safety assessments are available to the public on Third-party validation. Derive biomonitoring equivalents. Share examples of risk management. Co-lead ICCA Global Product Strategy. 12

Four themes for effective chemical management policy
Themes that reflect Dow and the chemical industry's position on U.S. chemicals management policy: TSCA must be modernized to earn the public's confidence in chemical product safety. Safety is a shared responsibility between government, industry, value chain and consumers. Federal government needs the authority, accountability and resources to enforce a national policy. The chemical industry must be accountable for sharing scientific data and safety information.

-- Establish a green chemistry research network.
TSCA Reform and Green Chemistry and Engineering – Positive Aspects of the Current Bills Positives Aspects -- Create market incentives for the development of “safer” alternatives. -- Special designations, public awards, other rewards for substances/products determined to be “safer”. -- Establish a green chemistry research network. -- Green Chemistry Workforce Education and Training Program Questions 14
15
-- Oversimplifies toxicology. -- Onerous provisions for new chemicals.
TSCA Reform and Green Chemistry and Engineering – Negative Aspects of the Current Bills Negative Aspects -- Focuses solely on hazard reduction and ignores other important “green” aspects. -- Oversimplifies toxicology. -- Onerous provisions for new chemicals. -- Loss of important Confidential Business Information protections. Questions 15

TSCA Reform and Green Chemistry and Engineering – Questionable Aspects of the Current Bills
“…expedited review of new chemical substances or mixtures for which the manufacturer or a processor submits an alternatives analysis indicating that the new chemical is the safer alternative for a particular use than existing chemical substances or mixtures used for the same purpose.” Questions 16
