4 1. Could the KPA address a specific and existing problem, interest, or need?
* In Belgium, most of the residential services for drug-abusers adopted a global systemic approach that seeks to integrate the family into the therapy. According to De Leon (DOIS), family is an essential component of the rehabilitation process. In that perspective, an additional service focusing on prevention for siblings would not be needed.

5 2. Could the KPA be applied so that it is not redundant or duplicative of any other services?
* In Belgium a specific prevention service for siblings in residential settings/therapeutic communities would clearly overlap with existing therapeutic activities with family members.

6 3. Could the KPA collaborate and coordinate effectively with related programs and community?
* The project could not collaborate or coordinate effectively in the context of Belgium. Here, health promotion activities have progressively replaced primary prevention. Drug prevention is part of a prevention package delivered to young adults in some schools.

* The same as for Kethea

9 2. Could the KPA adopt the specific long-term performance measures that focus on outcomes and meaningfully reflect its purpose? * All the partners agree that the performance measures are concrete and measurable, and they can be used by the beneficiaries themselves.

10 3. Could the KPA adopt the specific short-term performance measures that demonstrate progress toward achieving its long-term goals?

*The German partner sais: “Family therapy is scientifically based, but not the work with the siblings alone.!”

14 2.1 Could the KPA be realized as an easily accessible Service?
* For the Belgium and French partners the opening hours of the service would not be operational because pupils are at school at that time.

* Same as in the precedent slide

16 2.2.2 Could the KPA be realized as a Service with specific exclusion for groups of clients?
* For the French and Belgium partners the answer is not available

17 2.3 Could the KPA be realized as a Service with a referral network to serve people excluded from the Service itself? * For the French and Belgium partners the answer is not available

18 3.1 Could it be possible to have an initial assessment of the potential clients’ situation and needs? * For the Belgium and the German partners the answer is not available * for the French partner the great diversity of participants and the lack of communication between the structures does not make easier this type of assessment. The needs exist, but are not identified. This work would require the joining of shareholder and regional operators.

20 3.3 Could it be possible to have defined criteria for the discharge and completion of potential clients? * For the Belgium and the German and Bulgarian partners the answer is not available ** For the French partner: the criteria would already be defined with regard to the present configuration of the existing offer on the territory, which would allow not much flexibility.

* For the Belgium, German, Bulgarian, Italian and French partners the answer is not available

* In all the partner’s countries it’s defined by legislation and by the professional registers.

26 1. Could it be possible to employ the number and specific professional figures as provided in the KPA’s description? * For the Belgium, German, Romania, Italian and French partners it would be too expensive, a solution could be a part time

28 Means used The partners used: focus group, formal and informal staff discussions, litterature’s reviews, for the budgets provision, they used references from official standards and salary scales provided by national authorities.
