3 Background The signing of the Spot Image Data Reception and Distribution Agreement between the CSIR’s Satellite Application Centre (SAC) and SPOT Image in 2006 Funded by the Department of Science and Technology. It has continued under the auspices of the South African National Space Agency (SANSA) with the signing of a new Spot Data Direct Receiving Station Supply, Reception and Distribution (DRS) Agreement between SANSA and Airbus Defence and Space Systems in November 2013. The success of the annual SPOT 5 National Mosaic relies heavily on this data acquisition agreement 8th National SPOT Mosaic Disseminated to over 40 government departments (national, provincial, and local government). The imagery provided is utilised by all spheres of government for addressing a number of societal benefit areas, such as: agriculture, biodiversity, conservation, forestry, geology, land cover change, and regional planning, to name but a few.

18 Economic Value of SPOT Mosaic
The cost of the imagery required for the Mosaic, based on Airbus Defence and Space Systems listed price of EUR 4.6/km2 for SPOT 6 imagery, would be in the region of R per annum for a single user. Through the DRS Agreement, SANSA spends in the region of R per annum for access and distribution rights to various government entities from the entire fleet of SPOT satellites

19 Economic Value… Notwithstanding the fact that not all governments would require a full national mosaic, the cost saving of the current single-license multi-user arrangement is clearly evident. As indicated previously, current distribution statistics indicate 40 National and Provincial government departments depend on the SPOT National Mosaic for fulfilling their mandates Through an extensive survey that SANSA Earth Observation conducted in 2013, various National government departments indicated that SPOT imagery contributes substantially to their ability to fulfil their mandates (e.g. disaster management, human settlements, crop monitoring, etc. Presentations from Stakeholders will demonstrate the full value derived from SPOT imagery
