1
Monitoring System of the Centro Region’s RIS3 (Portugal)
Third Meeting of the RIS3 Monitoring Working Group
2
Product from the Milestone 1
The region will work in order to connect the innovation areas with the innovation hubs they had already defined, identifying possible lines of action at the interception of these two categories. They will do this exercise at least for one innovation area (out of 8) and one innovation hub (out of 4) and bring the resulting proposal to an EDP workshop they will have in April 2017 where they will discuss it with stakeholders.
3
Product from the Milestone 2
The region will link the identified lines of action with available policy instruments and then try to identify expected results and the corresponding result indicators, if possible. Problem/Question 1: Quantitative indicators are not enough! How to have a cohesive and consistent monitoring system with the amount of information that we have? Which components do we miss? Which are redundant? How to monitor RIS3 over the time (short, medium, long term perspective)? Are RIS3 Indicators (panel) under considered in this model?

Product from the Milestone 2
The region will link the identified lines of action with available policy instruments and then try to identify expected results and the corresponding result indicators, if possible. Problem /Question 2: How to develop a set of useful and feasible indicators? Is it enough to have results and result indicators for the overall strategy or should they be per Innovation hub? We identified the policy instruments that operationalise our RIS3; then identified the most important for each innovation hub – should we considerer instead all of them for the overall strategy (as we did with the results)? These output and result indicators refer only to PT2020; should we consider indicators that refer to other instruments (H2020, INTERREG, …)? Which ones?
