Since Standard Spec. is no longer being supported – it’s time
We have done this once before when we went from ASD to LFD.

Projects should not fundamentally change due to which specification is being used.
Overlay projects should remain overlay projects

BDM Section gives guidance on when design exceptions are required
Design exception would not be required for an overlay project unless operating rating is below 1.0
Projects that do not require a new load rating will not require a design exception

What do I look for:
Is it a freeway/interstate mainline bridge?
What is the truck traffic?
Is there an identified change in land use that will increase truck traffic?
Conditions of the bridge?
Does the bridge show any signs of distress?

Rehab project - BDM gives guidance on minimum structural capacity.
Minimum structural capacity different than HL93 should be included in scope or identified very early in project development.

FAST Act established these vehicles and made them legal to be used on the Interstates and within reasonable access of the Interstates
Fast Act – States can NOT require special permits for EV’s to operate on Interstate or reasonable access to Interstates.

ORC states that fire trucks responding to an emergency have no weight restrictions.
ODOT Chief Legal Office – fire trucks responding to an emergency are not in violation of the ORC if driven over a load posted bridge.

FAST Act made the EV’s legal on the Interstate System and on the routes within reasonable access to the interstate.
BDM Section EV2 and EV3 are now designated legal loads

FHWA Memo dated November 2016 – States must load rate bridges for EV’s.
If a State allows emergency vehicles to operate w/o restriction (Ohio), load rate entire inventory.
Post Bridge if rating factor is below 1.0

ODOT paying for 50% for consultant work

C. Municipalities – 43 bridges
ODOT currently has 4 consultants under contract for Muni Inspection program which includes this work.
D. Ohio Turnpike – 32 bridges done by Consultant
OTC inspection program includes this work.

22. Load Rating Emergency Vehicles
December 30, 2022 Deadline: May ODOT Programmatic OSE will select 4 consultants to perform approximately 1820 ODOT bridge load ratings. To fully comply with FHWA mandate, ODOT will invest approximately $7 million.

ODOT is updating all of the load rating files to BrR.
BrR files are necessary as ODOT is updating permit system which requires BrR input files.
