EC Project – Terms of Reference
Improve the national personnel training system. Identify training needs of the country. Survey the content, methods, materials and outcomes of staff training in an international context. Identify best international practice that may be transferred, with or without adaptation, to meet the needs of the country. Develop a series of training programs. To perform training of instructors and deliver pilot training courses for the personnel in the industry. Requested to adhere to the Systematic Approach to Training (SAT) methodology – methodology for managing training programs. HYLTON ENVIRONMENTAL

Training Material Produced
A significant number of modules (>40) covering the three technical areas (Radioactive Waste Management, Decommissioning, Environmental Remediation). MS Powerpoint presentation material with extensive notes (between 50 and 100 slides per presentation). Training Guides (between 50 and 120 pages in length). Instructors Guides. Bank of Questions & Exercises. Pilot Training. HYLTON ENVIRONMENTAL

Existing laboratory capability. Scope does not include supply or upgrading. Existing training hardware/software. Funds (primarily after cessation of the project). HYLTON ENVIRONMENTAL

Producing training material for all grades of personnel. Supply of software codes. Compatibility. Continual costs (licences, modifications, updates etc). Creating material for other people to present. Cultural differences (formal communications). Applying/mapping international best practice. Hampered by the constraints. HYLTON ENVIRONMENTAL

Innovation?????? Gaining access to videos, photos etc (copyright). Sustainability. Contractor will walk away at the end of the Project. Can Instructors be retained by the Training Centres? Can the training material be amended in the future if required? Changes in in-country legislation might drive this requirement. Language differences (words and phrases don’t always translate). HYLTON ENVIRONMENTAL

Quickly understand and work within the culture of the country. Spend as much time as possible comprehensively understanding the challenges and constraints your audience has. Order the training material in a logical manner. Use lifecycles as a guide (site, decommissioning, remediation). Lifecycle management principles. As with any project, plan early and plan well. Push back on early planning constraints and demands. HYLTON ENVIRONMENTAL

Formulate a risk register at the outset. Identify potential risks – some will undoubtedly come to fruition! Don’t complicate the material you produce. Consider early; How to review and approve material in a different language. Utilise videos where possible for demonstrations. HYLTON ENVIRONMENTAL

Verification There are two aspects of verification required;
That the project is following the SAT methodology. That the Pilot training has demonstrated the adequacy of the materials produced and the methodologies adopted. A process is being developed which will facilitate such validation. For all stages of the SAT methodology. For all the Pilot training sessions. HYLTON ENVIRONMENTAL

To provide an early test of the training material. Host country Pilot Training. Firstly to train the Instructors. Secondly to oversee the Instructors training their staff with the training material. Test the material and the training approaches. Pilot Training in Spain. Two weeks of training the Instructors coupled with site visits. Understand your audience beforehand. Allows you to refine your presentation material. Prepares you for questions (at least some!). Allows you to prepare for greater interaction. Training should facilitate discussion. Think carefully about the terminology you use. Reduce the amount of acronyms. Be consistent with units. Speak slowly and clearly. HYLTON ENVIRONMENTAL

Applying western approaches and techniques is not always compatible. Funding constraints in MS. Some MS do not have well developed policies and legislation. Training should ideally be a continuous process. Initial training to be built upon. E-learning can help. If instrumentation/equipment is provided it needs to be regularly checked and recalibrated. Does this happen? Is the QA correct? HYLTON ENVIRONMENTAL

Need to look for opportunities to combine class based training with field exercises and site visits. Time and financial constraints often negate such opportunities. Training is often very focussed towards site operators and problem holders; Need to consider the regulatory viewpoint and perspective a bit more. Important that delegates have a basic understanding of radiation protection – otherwise what follows might be out of context. Communication; Not just purely about the principles of stakeholder engagement. Need to communicate dose/risk to stakeholders. HYLTON ENVIRONMENTAL

E-learning before class based training should be encouraged. Testing and examination is invaluable. Don’t consider waste management, decommissioning and remediation in isolation. Encourage holistic thinking. Need to perhaps consider more how to verify success and sustainability of the training. Although; Feedback is acquired. Courses evolve. Lessons learned are applied.
