3. Improving Student Access to Behavioral/Mental Health Services
Part of a series of a coordinated initiatives intended to assist public school districts and communities in improving student access to behavioral and mental health services by building the capacity of school districts and community-based providers to develop comprehensive, integrated systems for student support.
NOTE: This grant opportunity is funded through state supplemental budget line , which is also enhancing the Department of Public Health's (DPH) School and Community Based Targeted Intervention Services grant, and will be funding DESE sponsored professional development opportunities for school district staff (calendar to be available once confirmed, likely this spring).
Additional complementary initiatives funded through other sources include but are not limited to the Safe and Supportive Schools Framework/Tool and Grants, the Systems for Student Success Grants, the Systemic Student Support Academy and other Multi-Tiered Systems of Support (MTSS) Academies, the SEL/Mental Health Academy (details to be confirmed this winter/spring), and more.

4. Grant Purpose and Priorities
Overall goal: to improve student behavioral and mental health outcomes
Priorities: to support schools and districts to:
Create/implement action plans with goals related to improving student access to behavioral and mental health services;
Develop/improve comprehensive continuums of care supporting behavioral and mental health services for students; and
Access related professional development offered by DESE or its partners.

5. Competitive Priorities
Competitive priority will be given to applicants:
with limited access to mental and behavioral health services and limited existing financial resources;
that have created action plans based on the safe and supportive schools framework;
that have and/or are building systems for integrated student supports (i.e., coordinated efforts for linking schools to community-based resources), including those districts participating in the Systemic Student Support (S3) academy;
that are a current or past Systems for Student Success grantee;
that were designated as requiring assistance or intervention (e.g., in need of broad/comprehensive support or focused/targeted support) under the Department's district and school accountability system in 2018; and/or
that partnered with community-based providers to submit applications for the Massachusetts Department of Public Health's (DPH) School and Community Based Targeted Intervention Services grant, or that have partnered with community providers to receive other grants/contracts funded through DPH's Bureau of Substance Addiction Services (BSAS) or other state agencies.

Can charter schools apply?
Yes. Charter schools are Massachusetts public school districts.
Can collaboratives apply on behalf of one or more of its member districts?
No. The district must be the applicant. However, districts may propose to have a collaborative play a role(s) in grant implementation. Districts may also propose to coordinate with other districts.
Can elementary school districts that feed into one regional middle school district apply together?
Yes. One district can apply and use a Schedule A for other districts partnering on the proposal. Or districts could apply separately and indicate how they plan to coordinate/align efforts.

Fund use may include, but is not limited to:
salaries and stipends, resources and materials, local PD, travel, contracted services with community-based providers, and partnership coordination activities
Applicants may apply for one or both:
Category A – up to $100,000 (to cover the total combined for upon approval-6/30/19 and 7/1/19-6/30/20)
Category B – up to $10,000 (up to $1K for upon approval-6/30/19, and up to $9K 7/1/19-6/30/20)

8. Category A - Increasing Access & Coordinating Services (up to $100,000)
creating/implementing related action/improvement plans, including strategies to connect students to community- based behavioral and mental health services
increasing collaboration with community-based providers for provision of services
designing/implementing improvements to data systems for tracking and monitoring impact of services
other activities that are part of a coordinated approach to increasing student supports

Category B – Accessing PD offered by DESE and its partners (up to $10,000)

To build school capacity to develop integrated systems of support

10. Examples of Allowable Activities
Funding startup costs for the initial offering of services on- site to students eligible for the Children's Behavioral Health Initiative or MassHealth, with the goal of sustaining these services through MassHealth, commercial insurance providers, or other sources after the end of grant funding.
Local professional development related to behavioral and mental health; aligned to locally-created plans.
Support efforts to increase school staff participation in Systems of Care meetings, and follow-up communication.
