14. Construction Permitting Trends
Major Source permitting in FY18 was at 32% of FY17 permit levels. This is also representative of the 5 year average.
Minor Source permitting in FY18 was at 73% of the FY17 permitting levels and at 84% of the 5 year average.
In FY19, after 6 months, we are the same pace for permitting major sources but we have already issued ¾ of the minor source permits we issued last year.

15. Cost Control Strategies
Petition to remove the special purpose monitor once the SO2 design value is less than 50% of the 1-hour standard.
Implementation of the e-permitting system (EASY Air)
Reviewing work associated with PTO modifications.
Consolidation of support staff at the new Public Health building.

18. DNR Audit Report
DNR greatly appreciates LINN’s assistance in facilitating communications and developing implementation strategies with four facilities impacted by EPA’s SO2 Data Requirements Rule. LINN’s contributions were instrumental in the timely completion and submission of an unclassifiable/attainment recommendation to EPA for the 1-hour SO2 NAAQS in LINN.
Linn County thanks IPL for fuel adjustments made at Prairie Creek Generating Station and to IPL, ADM, Cargill, and Ingredion for their efforts to demonstrate attainment with the 1-hour SO2 NAAQS.

19. EPA’s Recent NSR & Title V Actions
Will not review substantive NSR claims in Title V petitions (TV)
Rescission of “Once In, Always In” policy (TV)
“Adjacency” interpretation for NSR and Title V permitting – EPA will not consider functional interrelatedness going forward, only proximity (TV & NSR)
Revised interpretation of “common control” for NSR and Title V source aggregation (TV & NSR)
Finalized reconsideration on January 2009 action to clarify “project aggregation” for NSR permitting – retaining 2009 interpretation which requires physical/operational changes to be “substantially related” (NSR)
Will no longer “second-guess” a company’s pre-construction emission estimates, so long as the company complies with procedural requirements (NSR)
Project emissions accounting allowed in “Step 1” of the 2-step NSR applicability process (NSR)
Affordable Clean Energy Rule (NSR)

20. Iowa Volkswagen Settlement Grant Application
Iowa DOT is accepting grant applications for the Volkswagen Settlement Environmental Mitigation Trust Program.
Private organizations, public transit system operators, cities, counties, and schools that own and operate diesel fleets and equipment are eligible.
The first cycle will distribute $4.9 million across three project categories:

21. Other Notables
No change in fee schedule for 2019 (DNR will be hosting their fee payer meeting next Friday, 2/22/19).
LCPH will be moving into a new building in late fall.
We will be working with Iowa BIG on a “Citizen Science” project for neighborhood air quality monitoring.
We are in Phase I of our Outdoor Wood Appliance Change-out program and will be moving onto Phase II this summer (
We will be hosting another Solarize Cedar Rapids – Linn County in 2019.
