4 Byzantine Empire Justinian- first emperor of the Byzantine empire.
expanded the empire to its greatest size. The Justinian Code- a legal system that became the basis for many European and western law codes. A person is innocent until proven guilty. Sound familiar?

21 Sample Response Justinian was the first emperor of the Byzantine Empire who expanded the empire to its greatest size. Justinian created a law code that influenced European and Western law codes. He also ordered the construction of the Hagia Sophia which became the most beautiful example of Byzantine architecture.
