Georgia’s AYP Determination Steps
95% in reading/English language arts and mathematics is based on students continuously enrolled during state testing window. Test Participation Reading/English language arts and mathematics performance is based on Full Academic Year (FAY) students (continuously enrolled from before Oct. 5, 2010 through the end of the state testing window.) Reading/ELA AMO Calculation Formula
This calculation is not an average of scores. The numerator values represent the number of passing scores in Reading and in ELA. The denominator values represent the number of tests taken in Reading and in ELA. RELA* = R(meets + exceeds) + ELA(meets + exceeds) R(tests taken) + ELA(tests taken) *Pulls from FAY Participants GAA English Language Arts portfolio assessment score is counted for both Reading and ELA.

SWD-M Used only for schools/districts that do not make AYP due solely to the SWD reporting group. Applied after all AYP calculations have been completed (Absolute Bar, Confidence Interval, Multi-Year Averaging and Safe Harbor). Monitored students scores are added to the current SWD scores to see if additional scores provide the “boost” to allow t he SWD reporting group to make the AMO.

Attendance as a Second Indicator
Attendance Rate Criteria: Schools or LEAs with 15% or less of students absent more than 15 days or show progress over the previous year will meet the Second Indicator. To show progress for attendance a school or LEA must reduce the percentage of students absent more than 15 days from the previous year. Attendance Rate Explanation: Students in AYP grade levels who miss more than 15 days while enrolled at any time in school A will be included in school A's Attendance Rate formula. The days a student misses in another school are not added to school A’s rate. Sample case: Student at School A = 10 days absent Student moves to School B Student at School B = 3 days absent Student moves back to School A and misses 5 more days of school School A = 15 days absent School B = 3 days absent District Absences = 18 days Attendance Rate Calculation: Attendance rate is calculated by dividing the number of students in AYP grade levels who were absent more than 15 days by the total number of students in AYP grade levels. Science and AYP 2012 Georgia's Race to the Top Application requires science to be the AYP second indicator for grades 3-8. Georgia requested an amendment from US ED to adjust the timeline for implementation by allowing the year to serve as a “hold harmless” year which was approved by US ED. Full implementation for science as a second indicator for AYP will now begin in the school year in alignment with the first year of Common Core Georgia Performance Standards (CCGPS) implementation. The first “hold harmless” year of implementation will be critical in determining where gaps still exist within local school districts and will allow us to provide you with additional student support and teacher professional learning. .

Georgia’s Graduation Rate
Georgia’s Graduation Rate Standard: Schools and districts must be at or above a 85% for 2011 Graduation Rate or meet requirements using Second Looks. Current Graduation Rate Calculation: # of students who graduate with regular diplomas # of dropouts in 9th, 10th, 11th, 12th from appropriate years + graduates + other completers Worksheet available on Actual Values: = 61.8% = 69.4% = 75.4% 2003 = 63.3% 2006 = 70.8% = 78.9% 2004 = 65.4% 2007 = 72.3% = 80.8%

2011 Graduation Rate Calculation
2011 Graduation rate calculation for AYP determinations does not change. (2011 worksheet will be on Accountability Webpage.) 2011 Report Card will report a Cohort Graduation Rate. In other words, we will continue to calculate the grad rate for AYP purposes the same way we have been in the past.

Graduation Rate Second Looks
Schools can achieve the graduation rate standard in one of three ways: Step 1: Did the Graduation Rate meet the Absolute Bar? If yes, Graduation Rate requirement was met If no, proceed to Step 2 Step 2: Did the Multi-Year Average (MYA) meet the Absolute Bar? If no, proceed to Step 3 MYA = (# of 2011 Regular Graduates + # of 2010 Regular Graduates + # of 2009 Regular Graduates) (2011 Graduation Class Size Graduation Class Size Graduation Class Size Step 3: Apply the “Safe Harbor – Like” Second Look( i.e., 10% Progress and prior year Graduation Rate must meet 60%). Did the current Graduation Rate increase by at least 10% from the prior year’s Graduation rate? If yes, graduation rate requirement was met If no, graduation rate was not met

Steps in Cleaning up Withdrawal Records
Develop the list of dropouts. Search for a request for records from the receiving high school. Search for an approved application for home schooling. Search for a letter from an official in the receiving school acknowledging the student’s enrollment. Search to see if student coded as dropout has already impacted a previous year’s graduation class size. Collect written documentation in a folder to check against graduation class size spreadsheet after 2011 AYP reports are released behind portal. Save any evidence in a folder to submit to your Accountability Specialist in May.

Transfers – Required Documentation
With respect to a student who transfers out, in particular, new §200.19(b)(1)(ii)(B)(1) requires the school or LEA to have official written documentation that the student has enrolled in another school or in an educational program that culminates in the award of a regular high school diploma. Official written documentation that a student transferred out may include several different types of documentation, such as: a request for records from the receiving high school an approved application for home schooling or distance education evidence of a transfer that is recorded in a State’s data system or a letter from an official in the receiving school acknowledging the student’s enrollment Documentation must be in writing rather than a telephone conversation or other verbal communication with a parent, relative, or neighbor so that the transfer can be verified through audits or monitoring. Out of Country Transfers
What documentation is required to confirm that a student has emigrated to another country? A school or LEA must have written confirmation that a student has emigrated to another country (34 C.F.R. §200.19(b)(1)(ii)(B)), but need not obtain official written documentation. For example, if a parent informs a school administrator that the family is leaving the country, the school administrator may document this conversation in writing and include it in the student’s file. The regulations do not require written documentation to be “official” for a student who emigrates to another country because the Department recognizes that it may be difficult, if not impossible, to obtain transcripts or other official documentation from another country confirming that the student is enrolled in school. 4/8/2019

SWD Fast Facts The interim federal flexibility (the 19% added to the SWD subgroup if that subgroup was the sole reason for the school not making AYP) has expired and will not be used again in 2011. If a student is coded as SWD in Student Record for one or more days at any point in the year, he/she will be included in the SWD subgroup for the AYP calculations.

AYP Portal Tips Second Look Calculations - ability to view data for groups with “N” under Annual Measurable Objective (AMO) Criteria (This feature is displayed on the Absolute Bar row entry of the Academic Performance Report.) Drill-through display (e.g. “936”) for checking data quality (available for both participation & academic performance). Drill-through for CRCT Reading/ELA produces the ELA list of students only Downloads available for all five CRCT subjects and all four GHSGT subjects plus Graduation Rate as well as Retest Comparison files. Download for Graduation Rate will include all students in the Graduation Class Size. Green Y = subgroup made AYP determination. Green Y* = subgroup must also meet 2nd indicator determination criteria. Orange Y = SWD subgroup used SWD-M to make AYP determination. Blue Y = subgroup used second looks to make graduation rate. Red N = subgroup does not make AYP determination.

Column Description Student on Test Grade = N Students who were tested off grade. For example, a 5th grader was given a 4th grade test. Test Score = N Students for whom there is no test score. Present Test Not Attempted = Y Students whose assessment record had the PTNA bubble bubbled. Verify that this is the complete list of students that should have their assessments coded as PTNA. PTNA is awarded Participation credit but is considered as a DNM for Academic Performance. Blank Test or DNA or TNA = Y Students whose assessment record had the DNA or TNA bubble bubbled. Verify that this is the complete list of students that should have their assessments coded as DNA or TNA. DNA or TNA may count against Participation.

GAA Score = Y Students who took the GAA in lieu of the CRCT or GHSGT. GAA Score Accepted = Y Students whose GAA score is accepted to be used in the AYP Reports.

First Year in US = Y Students who are coded as First Year in US School. Passed on Prior Administration = Y (GHSGT only) Students who passed the GHSGT on a prior administration. These students are not counted for participation or academic performance. Failed on Prior Administration = Y Students who failed the GHSGT on a prior administration. (Must be tested.) Participation is awarded but the score is removed from academic performance calculation. Invalid = Y Students coded as Invalid count towards Participation and are removed from the Academic Performance calculations. PIV = Y Students coded as PIV (Participation Invalid) do not count towards participation and are removed from the Academic Performance calculations.

Remaining in current NI status for the following year occurs when: A school fails to make AYP, but does not fail to make AYP in the same subject for two consecutive years. A school that makes AYP for one year.

Entering Needs Improvement (NI): occurs when an LEA has not made AYP in the same area (reading/ELA, math, 2nd indicator) for two consecutive years at all grade spans. Removal from NI: occurs when an LEA has made AYP for two consecutive years. Escalation in NI: occurs when an LEA fails to make AYP in the same subject (reading/ELA, math, 2nd indicator) for two consecutive years at all grade spans.
