Ratification of the Constitution

The delegates in Philadelphia had abandoned the Articles of Confederation;
But each state was free to accept or reject the Constitution Article VII of the Constitution stated that 9 of 13 states needed to approve of the new government before the Constitution took effect, And that each state should hold a Ratifying Convention, where elected delegates would debate and vote to accept or reject the new government
