Background Commitment to job creation made in the President’s State of the Nation Addresses Minister of Transport in his budget speech made commitment to roll out Zibambele road maintenance programme nationally Transport agencies required to also heed the call for job creation

Key Outputs It is a “conditional grant” to address the following key outputs Collected traffic volumes data and pavement condition data Updated road asset management systems Squared kilometres of preventative, routine and emergency maintenance work Percentage of roads for which condition of roads changed from poor and very poor to at least fair Ensure job creation & contractor development through the above activities

Increase investment in maintenance of key arterial routes to support the rural economy Increased focus in the cost efficient use of labour absorptive methodologies in road construction and maintenance; Know your network: A focused attention on deployment of local resources to support road network asset management Improving Access to Schools and Clinics and other public facilities Delivering a Safe Road environment

Monitoring Structures & Processes for S’hamba Sonke Programme
Business Plan Guidelines were issued to Provinces to address the key pillars of the S’hamba Sonke Programme Assessment of Provincial Business Plans to verify S’hamba Sonke requirements are being addressed Selection of and Gazetting Projects. Standard Reporting Formats have been issued to the provinces to track progress.

Work in Progress Setting up & operating a National / Centralised Call Centre to report Potholes Finalisation of mechanisms to: Update of the Road Authorities Database (Contact Information) Redirect the compliant to the correct Road Authority Follow-up and reporting back to the callers Development of guidelines for Provincial Road Authorities to develop a Road Asset Management Plan that is compliant with the requirements of the Government Immovable Assets Management Act (GIAMA).
