BUT so is the demand side and demand side is not only budget experts oriented Users can create different analysis and value through fiscal transparency BUT sometimes it is necessary to foster the abilities required, collaboration among GVT and civil society gives great opportunity Digitalization gives great opportunity for innovative use of fiscal transparency BUT complement with traditional tools to reach out to vulnerable populations
