Macdonald was forced out of office after accepting illicit funds in exchange for a railway contract After being elected back into power again, Macdonald promised protected tariffs, western expansion, and a finished CPR within 10 years The CPR Syndicate was hired to achieve this goal. In December 1873, the Métis adopted the “Laws of St. Laurent” Governed all aspects of life in the settlement The man in charge of the main HBC post (Fort Carleton) in the area was Lawrence Clarke Believed in the inferiority of the Métis and he used his position to lower the Métis standard of living The winter of was difficult for the Métis Impossible to make pemmican which meant a loss of food and income They were now deprived the right to make their own laws and conserve their livelihood Socials 10 4/4/2019

The Métis continued to press for title to the land they occupied and they also wanted financial aid to become successful farmers They did not want to rebel against the authority of the Canadian government Macdonald calculated that if most of the land was sold the government would collect about $71 million Socials 10 4/4/2019

By the end of 1884, tensions were building in the Northwest By spring of 1885, the Manitoba militia were moving into the Northwest Ottawa’s only forces was Superintendent Lief Crozier’s small group of North West Mounted Police (NWMP) officers at Fort Carlton On March 19, Riel addressed the Métis at St. Laurent: “Justice commands us to take up arms” He demanded the surrender of Fort Carlton Socials 10 4/4/2019
