State approves or declines
The State reviews all COE’s. If the COE is complete and shows the family and kids to be eligible, then the state will assign a migrant id number for each student. If the COE is not complete or the information provided does not demonstrate eligibility then the State will decline approval. The COE is sent back to the district with comments attached and goes in the district list of declined COEs. The district may then make changes to the COE to reflect state comments and if the changes make the family eligible, resubmit to the state for approval.

Approved COEs create student records
Records are automatically created for all individual students listed once the COE is approved Demographics are imported from the COE. However, districts must then enter individual data for each child

Achievement ratings are inputted on Reading and Math screens
All individual students are directly interfaced with their COEs of origin Individual student records can be found and edited using these buttons

Rating reading proficiency
Districts can view data from other years for each student by changing the grade level on the demographics screen Only standards from students current grade are shown. You must click on ‘save changes’ every time you edit data.

Rating math proficiency
Ratings are entered for each standard. These are used to assess need and evaluate progress. Students are rated by teachers using the state assessment rubric in both reading and math.
