3 Ticket to Work Basics One of many Social Security Administration work incentives Goal is to increase self sufficiency by providing employment services to a person receiving SSI or SSDI who wants to enter the workforce. Three main players: Ticket holders – anyone receiving benefits between ages 18-64 Employment Networks (EN) – a single or group of agencies providing employment services. Maximus – the contracted Program Manager of the Ticket to Work program Concept: A Ticket holder chooses an Employment Network to assist in becoming employed. Once working at a certain level of earnings the Ticket holder has increased his/her financial resources and the Employment Network is compensated for their efforts receiving a payment from Social Security.

4 Ticket to Work Basics It is not uncommon Ticket holders are not aware they are a Ticket holder and often they have questions about this work incentive. Accurate and current information for job seekers who receive Social Security benefits is critical! A Ticket holder does not need to bring the paper Ticket to the workforce center. Plus Tickets are not time sensitive. A person can be employed and still assign his/her Ticket. The program is voluntary and a Ticket holder may work with multiple agencies, including VR agencies and One-Stop and the Ticket can move from agency to agency EN payments do not impact the funding of other employment programs. It is additional money that has NO restrictions of use.

5 Ticket holders Why assign their Ticket to Work?
To be employed. Nationally 40% Ticket holders want to work and many of them want to leave the SS rolls. (SSA research) SSA beneficiaries who use their Ticket are more apt to be employed and stay employed longer and stay off benefits longer compared to those who do not participate in Ticket to Work. (SSA Ticket Research File 2007) The protection while Ticket is being used. Want to contribute to programs that help other job seekers with disabilities get employment.

6 GA Workforce Development
GA Workforce is a State EN, meaning: Each of the 19 local areas can become an EN. Will receive support for the State office in the implementation of EN services.

8 Business as Usual Definition of EN – a single or group of agencies that provides employment services to assist a job seeker to enter or re-enter the workforce. No additional, new services had to be offered. Capitalizing on the services being provided by all of the workforce partners. Already serving Ticket holders but not aware

9 Perfect timing of WIOA integration service model
Focus of integrated services is customer service aligns with the Ticket to Work program. Creates a culture of disability friendly services through common practices of integrated services Membership question asks about barrier to employment due to disability. Allows for further discussion. The skills development creating an employment plan for all members. This plan fulfills the requirement of a plan for Ticket assignment Follow up services.
