1. English Language Acquisition
Programming must now provide students with the skills to be college ready and teach to the same levels of CCR Standards as ABE!
An ELA program of instruction—
Must be designed to help ELL eligible individuals achieve competence in reading, writing, mathematics, speaking, and comprehension of the English language; and
Must lead to —
The attainment of a secondary school diploma or its recognized equivalent; and
Transition to postsecondary education and training; or
Employment

3. Workforce Preparation Activities Defined
Activities, programs, or services designed to help and individual acquire a combination of basic academic skills, critical thinking skills, digital literacy skills, and self-management skills, including competencies in:
Utilizing resources;
Using information;
Working with others;
Understanding systems;
Skills necessary for successful transition into and completion of postsecondary education or training, or employment; and
Other employability skills that increase an individual’s preparation for the workforce.

4. WIOA Common Performance Measures across All Titles
(over the next two years only base data will be collected on measures I, II, III, IV, & VI for Title II)
The percentage of participants employed during the 2nd quarter after exit
The percentage of participants who are employed during the 4th quarter after exit
The median earning of participants employed during the 2nd quarter
The percentage of participants who obtain a recognized postsecondary credential or a secondary school diploma or its equivalent during participation or within 1 year after exit
And have obtained or retained employment or are in an education or training program leading to a recognized postsecondary credential within 1 year after exit
The percentage of participants who during a program year are in education or
training that leads to a recognized postsecondary credential or employment and who
are achieving measurable skill gains toward such a credential or employment.

Period of Participation begins with enrollment and ends once a student has exited for 90 days
Students who return in the same program year are treated like a new student. New intakes are completed, new pretests are given, and they can also then make a second measurable skill gain (level gain) and count.
Exit is defined as a student exiting from each respective core program.

6. Measurable Skill Gains (one counted per year): two possibilities for basic skills
Those who earn a HSD/HSE during the program year. Individuals do not have to have transitioned into employment or postsecondary education.
Educational functioning level attainment: three options
Pre-posttest level gain in lowest subject
Completion of Carnegie units (high school credits)
