2 Why an initiative aimed at supporting national action on SLCPs?
Need a widespread scaling-up of SLCP action in order to achieve the major health, climate, crop yield and ecosystem benefits of SLCP mitigation AND The most relevant scale to implement these measures is the national scale The major health, climate, crop yield and ecosystem benefits of SLCP mitigation that have been identified in global assessments will only be realised through widespread scaling up of emission reductions. It is essential to focus at the national scale at which most relevant policies are implemented and ensure that the necessary action can be pursued effectively. The national authorities have the potential to increase the rate and degree of implementation of all measures that have been shown to provide large health benefits (e.g. the 2.2 million premature deaths avoided), avoid considerable crop losses (about 50 million tonnes avoided from resuced ozone pollution) and a halving of the rate of warming over the next decades, all of which were estimated in the UNEP/WMO assessment of 2011.

3 What challenges are hindering SLCP action?
Examples: Lack of awareness of the SLCP issue; Lack of knowledge of SLCP emission sources and the potential for mitigation that hinders the ability to take informed decisions; Lack of institutional capacity/resources to implement and coordinate the implementation of SLCP measures. However, upscaled action at the national scale is facing various challenges that the SNAP initiative is aiming to address. Lack of awareness of the SLCP issue amongst the key government departments and stakeholders in the country; Lack of knowledge of SLCP emission sources, the magnitude of relevant emissions, and the potential for mitigation that hinders the ability to take informed decisions; A lack of institutional capacity to coordinate the implementation of SLCP measures; Scattered, uncoordinated action implementing measures that achieve the near-term climate, health and ecosystem benefits and no or limited planning that would embed SLCP policies within national strategies, plans and programmes; A lack of consideration of the role that regional and other international processes and agreements could play in the mitigation of SLCPs.

4 What are the objective of the SNAP initiative?
Develop capacity within CCAC partner countries to scale up action on SLCPs in a coordinated and prioritized way in order to realize the associated health, climate and food security benefits. The initiative works through 3 components. This includes helping them identify and implement the most cost-effective pathways to large-scale implementation of SLCP measures.

Component 1: Strengthening institutional capacity and support national planning for action on SLCPS Institutional strengthening support: financial and technical support to countries to increase SLCP action 14 countries, including the Maldives National Planning support financial and technical support to undertake a national planning exercise 8 countries supported SNAP and INSTITUTIONAL STRENGTHENING COUNTRIES: Bangladesh; Chile; Colombia; Cote d’Ivoire; Ethiopia; Ghana; Jordan; Liberia; Maldives; Mexico; Morocco; Nigeria; Peru; Togo
