The Idaho Bird Conservation Partnership: A Coordination Point for Bird Conservation in Idaho Jay Carlisle, Coordinator
2
Overview Joint Venture (JV) & Partners in Flight (PIF) joining forces
IBCP development/history What are we doing?
3
Emphasis through much of 2000s:
Idaho PIF: formed in 1992; initial focus on Neotropical migratory landbirds throughout much of the 1990s: preparing the Idaho Bird Conservation Plan (January 2000) - Other, more specific publications, such as “Birds in a Sagebrush Sea.” Emphasis through much of 2000s: identifying high priority projects coordinating bird conservation efforts with Western Working Group Last Idaho PIF meeting was in 2007 ….

Idaho State Conservation Partnership History
Intermountain West Joint Venture Linking Science and Conservation Delivery Idaho State Conservation Partnership History Created in 1995 State Steering Committee Wetland Focus Areas Waterfowl objectives Coordinated Implementation Plan for Bird Conservation in Idaho-2005 Coordinated habitat goals and objectives for all birds Planning Objectives for Idaho a. Create a planning forum, through the Idaho Steering Committee of the IWJV in which representatives of state and federal conservation agencies and wildlife conservation groups work collaboratively to develop coordinated habitat goals, objectives and projects that address the conservation needs of all bird species in Idaho. b. Review, merge and synthesize the habitat goals and objectives of existing bird conservation plans into a coordinated planning document that reflects the species and habitat priorities of all bird conservation programs in Idaho. This document is intended to guide the Management Board of the IWJV, as well as IWJV partners, in implementing and updating statewide IWJV goals and objectives for future bird conservation in Idaho.

Relationship between Idaho PIF and IWJV
High overlap in: Priorities/objectives People, organizations, etc. Joint Venture brings habitat objectives/expertise Partner in Flight brings bird identification/monitoring expertise Joined forces to: save time and money of participants and help to focus limited monitoring and restoration dollars on projects that benefit many partners
6
Mission/Vision Idaho Bird Conservation Partnership (IBCP) is designed to contribute to the management, science delivery, outreach, and conservation of birds and their habitats in Idaho.

Pressing Bird Conservation Issues
Role: identifying/prioritizing pressing issues “Clearinghouse/sounding board/filter” for issues from IBCP community; rank issues, field suggestions Develop “action plan” to address most pressing issue(s) Evaluating progress and results Initial ranked list with input from Steering Committee Top-ranking current issues (action plans drafted): (1) uncapped pipes, (2) scientific bird collecting, (3) entanglement in monofilament, (4) info need for raptor distribution (migration & winter), (5) conversion from flood irrigation to center-pivot
9
Conservation Delivery
Address rapid conversion of flooded agriculture to center pivot, and impacts to foraging birds in Upper Snake region Possibly other regions too, including today’s tour area “Traveling Training Workshops” for NRCS staff NRCS Conservation Practices
