3 The First President The Electoral College unanimously selected George Washington as the nation’s first President. He and the nation’s first Vice President, John Adams, were sworn in at Federal Hall in New York City, the nation’s first capital.

4 The Example Set by George Washington
Nearly everything Washington did in his first term of office established a model, or precedent, that later Presidents followed. As President, he: Established the Cabinet to run executive branch departments Recommended the title of “Mr. President” when referring to the president Gave an annual State of the Union Address as a speech directly to Congress Only served for two terms (even thought there was not a term limit) Introduced a policy of neutrality when it came to foreign wars Established the tradition of a Presidential Farewell Address

5 The First Congress The U.S. Congress, the legislative branch, met for the first time in New York City in March 1789. This first Congress: 1. Established the first three executive departments—State, War, and Treasury. 2. Passed the Judiciary Act of 1789

7 The Judicial Branch The Judiciary Act of 1789:
Set up the organization of the Supreme Court (1 Chief Justice and 5 Associate Justices) Set up the lower federal court system (district and appellate courts) Created the position of Attorney General Washington appointed John Jay as the first chief justice of the Supreme Court
