Historical Reference In 1252 on the seashore of the Baltic Sea, where the present Zelenogradsk town is situated, a tavern with a hostel was constructed, on the place of which a town originated in after years. From foundation of marine royal resort in 1816 fast development and blossom of this territory began. In July 8, 1885 opening ceremony of railway line Koenigsberg – Kranz took place and became the major point of economic development of the resort. Kranz started to be visited by up to 12 thousand tourists per year. In the 19 th century fishing industry was developed and there were manufactories for smoking flounder. Factory for processing wastes provided heating and illumination for the whole town. During the period of Western-Prussian operation on February 4, 1945, Kranz was occupied by the Soviet Army troops. From that moment on Soviet-Russian history of the region starts. On June 17, 1947 in northern-western part of Kaliningrad region Maritime period was formed with total area of 2,129.8 thousand sq.m. From January 1 till June 18, 1947 the town bared the name of Nachimovsk; from June 1947 it was named Zelenogradsk, from January 1965 the region was named Zelenogradsky.

4. Zelenogradsky Region Today Territory of the region from north and west is washed by the waters of the Baltic Sea and the Curonian Lagoon. Zelenogradsk town has a unique green line of pines, linden, birches, oaks, spruces, beeches, and maples of total length of 16.5 km, 44 hectares of square parks and flower gardens. All of this defined the importance of Zelenogradsk town as town-resort of federal significance (from 1999). Economic basis of agricultural territories of ME Zelenogradsky Region is comprised of agricultural economy (20 agricultural companies and 517 farmers homesteads). Tourism is one of the most perspective branches of industries of ME economics, which ensures development of a number of accompanying branches, high employment rate of the residents and sufficiently fast return of investment. Sanatorium-resort institutions that are located on the territory of ME have the status of therapeutic-preventive institutions. There are 55 monuments of history and culture of the territory of ME. The head of ME Zelenogradsky Region is Valery Georgiyevich Gubarov.

5. SWOT Analysis of ME Zelenogradsky Region SWOT is abbreviation of four English words: S - Strengths, W- Weaknesses, О - Opportunities, and Т - Threats. Availability of considerable number of historical monuments of culture and architecture. Tight connections with Kaliningrad, Svetlogorsk and Pionersk by railway and highways. Close position of the airport.

7. Weaknesses Absence of infrastructure of tourist resort. Absence of parking lots Absence of place of mass recreation (youth entertaining clubs, cinemas). Absence of targeted program for development of the town- resort.

8. Opportunities Development of objects and infrastructure of recreational, and first of all, resort designation. Creation (restoration) or tourism (object, pointed) seats on the basis of natural, cultural and architectural monuments. Development of the sphere of population servicing, especially in Zelenogradsk town and seashore line as well as in places and location of high concentration of tourists.

9. Threats Loss of independency due to formation of municipal education The Baltic Region, which includes the following towns: Yantarny, Svetly, Zelenogradsk, Pionersky, and Svetlogorsk. Poor protection of the coastal line, which leads to loss of the beach. Seasonality.
