Cooperative Intersection Collision Avoidance Systems (CICAS)
Smart systems use process dynamic information in real time to produce derived information in support of system functions. Smart systems are embedded in technology (sensors, communications) Also considered, Dumb systems (not real-time, no information derived, sensed information is not dynamically located in time or space) based on low or no technology, but there are not considered in this project.

The program is 5 years in length with the expectation of addressing 4 problem areas CICAS: A research, systems integration, and demonstration program While the goal of the CICAS program is to develop deployable systems, it is not a deployment program The expectation is that cooperative vehicle-infrastructure systems (in which wireless information is passed between the two) could significantly improve intersection safety Take advantage of the US DOT Vehicle infrastructure Integration (VII) Program

Leading to Field Operational Test
By 2009, plan to complete FOT activities for 4 problem areas using technology that is close to production ready Establish the violation countermeasure first (stop sign and signal), and then build upon that foundation to establish a countermeasure for gap acceptance
