Lowers growth rate to 2.25 % and population by 35,000 Removes water treatment facility from SOI/USB Requires extra territorial annexation/SOI for WTP Water supply and distribution system through County jurisdiction from Eight Mile Road to WTP Loss of control of land use and right of way along north side of Eight Mile Road – could delay implementation of widening efforts required for mitigation

Requires modification of utility master plans to eliminate utilities and capacity east of Davis Road and downsize west of Davis Road Potentially increase per-unit public facilities fees for remaining future development Reduction in impacts to traffic, air quality, and other development-related impacts.
