6 Alternative 1 Elimination of E-W Expressway (Gateway)/BRT Route east of Davis Road Realign BRT along Davis Road to Eight Mile Road east of SR99 Eliminate Villages east of Davis Road and change land use to Open Space/AG Relocate SOI/USB to Eight Mile Road, east of Davis Road Eliminate Gateway Interchange with SR99

7 Alt 1 – Issues and Opportunities
Lowers growth rate to 2.25 % and population by 35,000 Removes water treatment facility from SOI/USB Requires extra territorial annexation/SOI for WTP Water supply and distribution system through County jurisdiction from Eight Mile Road to WTP Loss of control of land use and right of way along north side of Eight Mile Road – could delay implementation of widening efforts required for mitigation

Requires modification of utility master plans to eliminate utilities and capacity east of Davis Road and downsize west of Davis Road Potentially increase per-unit public facilities fees for remaining future development Reduction in impacts to traffic, air quality, and other development-related impacts.

Lowers growth rate to 2.42% and population by 8,000 Retains land use control for new village footprint Villages remain viable land use planning tool as described in Goals and Policies Report Minor Modifications needed to Infrastructure Master Plans Increase agriculture/open space/greenbelt between Lodi and Stockton

No Change to Gateway Expressway Reduction in impacts to traffic, air quality, and other development-related impacts Retains connectivity of land uses and infrastructure north of Eight Mile Road
