Profiling Division INTERNAL DEPARTMENT USE ONLY – NOT TO BE DISTRIBUTED From: Agent Percy Daniels To: Assistant Director Theresa Subject: Preliminary briefing for Case Number #J2391 We have completed our initial investigation. Our findings are outlined below. Summary: It has come to our attention that person of interest, Justinian I, is being investigated to questionable accounting practices used within his Empire of Byzantine which resulted in the Nika Riot. The Hippodrome, built under Constantine, was a massive building used for chariot races and entertainment but is also the sight of the massive slaughter. Two enemy groups known as the Blues and Greens came together forming a crowd of around 30,000 people rioting against Justinian's taxes and empire expenditures. It is not yet known who gave the order to massacre these people, as several people of interest are being looked into (wife Theodora, Byzantine Military Advisors of Justinian and other government officials) but the riot resulted in the slaughter of an estimated 30,000 Byzantine citizens. Questions: Our initial review investigation offers Justinian to be a questionable Emperor, other information has been coming in from Agent Will Smith and Agent Elvis Presley who are currently in the field collecting further information. Please review the documents and provide your final decision on whether the Bureau should take further action in indicting Justinian I on federal criminal charges.
