November 2011 Comments from 7.1 What about ? Seems similar scope. Response: Yes. Explanation: The IEEE P PAR has some similarity. However, P PAR scope specifies that it will provide means to support P1900.4a for white space management and P to obtain and exchange sensing related information (spectrum sensing and geolocation information), whereas, P802.22b PAR is an amendment to the IEEE Std 5C-1c drop “for money” Response: Revised as suggested M. 7 November 2011 Comments from (contd.) 5C-4a no example of IEEE based systems operating in TVWS exist. Response: The existing text has been revised to: TVWS regulations have not been finalized in any regulatory domain. The United States is ahead and testing of database service is on-going. No overall testing and certification programs have been defined, but experimental licenses have been issued. Since there are no regulatory organizations that allow commercial deployment of wireless systems in TVWS bands, fulfilling the requirements to operate in TVWS bands cannot be demonstrated commercially. However, there are cognitive radio prototypes that have demonstrated fulfilling the requirements to operate in TVWS bands. Reference 1: Reference 2: The physical layer (PHY) and medium access control layer (MAC) technologies used in , such as orthogonal frequency division multiple access (OFDMA) for PHY and time division multiple access (TDMA) for MAC, have been demonstrated to be feasible by other IEEE 802 standards. Response: The text has been revised to: The PHY and MAC technologies used in , such as OFDMA for PHY and TDMA for MAC, have been thoroughly tested and commercially deployed by other IEEE 802 standards. Cognitive radio technology features to fulfil the requirements to operate in TVWS bands are being tested in prototype form for compliance with requirements of various regulatory organizations (e.g., Federal Communications Commission (FCC), USA, Infocomm Development Authority (IDA), Singapore, etc.). Response: The text has been revised to: Confidence in reliability of operation in TVWS is not known at this time since no commercial deployments have been authorized by any regulator. However, the PHY and MAC technologies used in such as OFDMA for PHY and TDMA for MAC, have been deployed by other IEEE 802 standards. November 2011 Comments from (contd.) 5C-5a What technologies are you implying Response: The text has been revised to: IEEE uses OFDMA for PHY and a TDMA based MAC. The cost factors to implement an OFDMA PHY and TDMA based MAC are well known today. The mandatory cognitive radio features such as access to database can be easily implemented in software. Other cost factors such as geolocation based on global positioning system (GPS) technology are well known. 5C-5c The first sentence has nothing to do with installation costs…delete. 11 Comments from (contd.) November 2011 2.1 Add specific frequencies used by this amendment. NesCom required the specific bands be listed for passing PARs last Sept/Oct. You should add them now to avoid the argument. Response: Title changed to “Alternate PHY and MAC Enhancement for Combined Broadband and Monitoring Services in TV white space bands between 54 MHz and 862 MHz” 2.1 Chosing a title should follow the instructions: The instructions on making title are "The title of the base standard is uneditable. Please enter the amendment title in the text box. The title should be sufficiently unambiguous, understandable by a NesCom member not from the society that submitted the PAR. All acronyms shall be spelled out in the title.". This title does not seem to meet the requirement. Response: See above response. M. Azizur Rahman (NICT)

12 November 2011 Comments from Scope Add "in a network" after "...than 512 devices." Change "IEEE std" to "IEEE Std" Response: Revised as suggested. Purpose You need to fill out the Purpose section of the PAR. Response: Agree. The following text has been added for Purpose: The purpose of this project is to enhance the MAC and define an alternate PHY in order to accommodate broadband extension and monitoring use cases for IEEE devices operating is VHF/UHF TV broadcast bands between 54 MHz and 862 MHz. November 2011 Comments from (contd.) Stakeholders This section of the PAR should list specific areas of industry that are stakeholders of this project. Response: The revised stakeholders list is “Chip and equipment manufacturers, government organizations, broadcasters, utility companies, wireless internet and data service providers and operators of IEEE Std devices and other operating entities to which the standard may need to interface.” Explanatory Notes IEEE is glad to see the sentence in the explanatory notes: "This amendment supports mechanisms to enable coexistence with other 802 systems in the same band."  We believe that it would be better to include this sentence in the scope.
