The participants were informed that the ETS WG Meeting is co-organised by Eurostat Units F5 and F The agenda was adopted without any changes.

2- General background
Item 2 Recent policy developments
The ETS WG took note of:
Recent developments on education and training policies in the EU presented by DG EAC and DG EMPL
Information provided by DG EAC on European Tertiary Education Register (ETER)
DG EMPL highlighted the ongoing work for PIAAC cycle II, and in particular the PIAAC linked employer module. Due to the complementarity with CVTS one option could be to link this module to CVTS Further development work planned with OECD and in consultation with ESTAT and EU MS.

4. 3- The update of ETS WG mandate
The ETS WG approved the updated mandate of the ETS WG.
The ETS WG took note of the request to confirm the national ETS coordinators and to indicate for each coordinator his/her responsibilities (administrative data, survey data, or both) by 22 June 2018.

5. 4- Overview of 2016 AES and 2015 CVTS data collection
The ETS WG was informed on the 2016 AES and 2015 CVTS data collection rounds.
The ETS took note of compliance issues in several countries.
The ETS approved the overview tables as presented in the annexes of the document.
The ETS recommended that guidelines for quality reports should be further improved. In particular the formulas for calculations should be included.
The ETS was informed on next steps for 2022 AES and CVTS and countries were invited to actively contribute to the CVTS workshop planned for December 2018.

6. 5- Overview of 2017 and 2018 UOE data collection
The ETS WG took note of the state of play of the UOE 2017 data collection, in particular:
Need to improve timeliness of questionnaire submission
"End of validation" letter to be sent out by Eurostat (Head of Unit level) to the countries.
The ETS WG was informed on the launch of the UOE 2018 data collection and the request to improve timeliness of data transmission.
The ETS WG took note of the information on data reported on combined school and work-based programmes and the need to further explore the relevance of the definition in UOE.

7. 6- Recent developments in improvement of UOE expenditure data
The ETS Working Group took note of:
The recent developments in improvement of expenditure data;
The dissemination of a summary of the assessment report of the UOE finance data and the conceptual analysis of the difference between the UOE framework and the ESA2010 framework by the end of July 2018 for possible comments by end of September.

8. 6- Recent developments in improvement of UOE expenditure data
Participants of the ETS Working Group expressed their views and:
The 6 volunteer countries (reconciliation exercise) agreed to share their results within the ETS-WG
Agreed to gradually extend the pilot exercise to other countries on the basis of an improved and simplified reconciliation framework (preferred support being country visit as a first step)
Requested the COFOG contacts at national level
Supported communication on the project to other groups such as NAWG, TF on COFOG, Directors of Social Statistics (DSS) and Directors of Macroeconomic Statistics (DMES)
Agreed with the principles (set up of a Task Force, reporting progresses, coordination and cooperation) proposed for implementation actions for improvement of UOE expenditure data

Participants of the ETS Working Group approved:
The draft mandate of the UOE Education expenditure Task Force
Work-package 1 and 2
Regarding work package 3, the ETS working group agreed that:
Option 1 should be pursued;
Option 4 is important but requests long term development;
Option 2: The Task Force will discuss the feasibility of option 2 on the basis of the detailed request provided by DG EAC
Germany requested that all the 4 options are considered by the Task Force.

12. 8- Learning Mobility data in UOE
The ETS WG has been informed on the state of play of the UOE data collection on Learning Mobility.
The ETS WG took note of the situation as regards the benchmark on Learning Mobility in Higher Education.

13. 9- Dissemination activities
The ETS WG has been informed on Eurostat's dissemination activities for ET statistics such as the online publication, news releases and news items, the dedicated section and scientific use files for AES and CVTS.

10. AOB - NEET
Following the request from France, Eurostat provided some background information of the NEET indicator which follows the definition as agreed by the Employment Committee (EMCO) in 2010.
Eurostat provided a summary of the discussion of the indicator quality that took place in 2016 at the EMCO indicators group and LAMAS WG.
