A document – series of LAWS adopted by the Second Continental Congress in 1777 approved by the states in 1781 outlined the form of government of the new United States

Northwest Ordinance of 1787 Plan to divide western land into new territories A three stage plan to become a state

Three Stages to Become a State 1. Congress appoints a governor 2. 5,000 voting residents = temporary constitution & elect their own government 3. 60,000 free inhabitants = Congress can approve statehood
