Too many prisons do not implement recommendations. 2013 – 79% accepted – 85% accepted 2013 – 46% achieved % achieved Safety 2/20 (W.Scrubs), 2/13 (Nottingham) Clear correlation between achievement and performance More now not achieved than achieved – and gap widening.
