2 The legislation: The speakers:
State Legislation HB403 "Tax Modifications“, a revenue neutral bill that would add a tax on energy emissions in exchange from removing taxes on food, social security income and other items. Federal Legislation HR 7173 & S3791 "Energy Innovation and Carbon Dividend“, a bipartisan bill implementing a revenue-neutral carbon fee and dividend, assessing a fee on carbon fuels and returning the proceeds to citizens as a dividend. A Resolution for the City and County Governments of Washington County, resolving to determine ways to reduce emissions and implement clean energy solutions locally The speakers: Dr. Yoram Bauman, PhD, environmental economics, leader of carbon tax legislation, author and comedian -“the world’s first and only stand-up economist ”. His goals are to spread joy to the world through economics comedy, reform economics education, and implement carbon pricing. Tom Moyer is the leader of Climate Utah, the state effort associated with the Citizens’ Climate Lobby, a driving force behind the 2018 Utah Resolution on Emissions Reduction and State Legislation HB403 "Tax Modifications“. Bill Barron, former small business owner, Alta ski patroller and marshal, has advocated action on climate with the Citizens' Climate Lobby (CCL) since 2010, attracted by its nonpartisan and positive approach through citizen engagement. He founded Utah’s first CCL Chapter and is now its Mountain West regional coordinator. He campaigned for federal office as a single issue “climate candidate” in Utah in 2012, ‘14, '16. Tom Butine is educated as an engineer and scientist, with an executive MBA in macro-economics and finance. He has studied air/climate issues for the past 15 years, is the board president of Conserve Southwest Utah and the local chapter leader of the Citizens’ Climate Lobby. Sarah Thomas is the Public Lands Program Manager for Conserve Southwest Utah, a member of Citizens’ Climate Lobby, and a citizen interested in taking action for clean energy.
