The main objective of this project is to define, develop and deploy a harmonized CBRN training curriculum for first responders and medical staff. Medical staff particularly includes ambulance drivers, paramedics and emergency room (ER) personnel

3. Background Following on the action plan:
“The Directive on Combating Terrorism includes for the first time provisions on all strands of CBRN terrorism.
It imposes obligations on Member States when it comes to the response to a terrorist attack, including an obligation to provide medical assistance to all victims”.
This project also addresses the needs to properly train and educate medical responders: ambulance drivers, paramedics and emergency room medical staff.

4. Work packages
To perform an exhaustive inventory of existing CBRN training curricula for first responders and medical staff of the EU;
To consult with practitioners at high and low levels on whether the existing curricula sufficiently address their needs;
To identify differences between existing training curricula vs end-users’ needs and propose mechanisms to correct them;
To promote harmonisation of European Union preparedness and response to CBRN incidents and foster cross-border cooperation through a common training programme;
To develop a training concept that has been tested in a number of Member States, which as such will constitute a step towards a harmonised approach;
To foster cross-sector cooperation through multi-agency training;
To ensure that end user perspectives and needs are considered when developing the training programme.
