2019-20 Budget Updates Major Education Proposals
Expands early childhood education ($1.25 billion one time and $125 million ongoing). Provides significant new resources to UC and CSU ($540 million ongoing and $400 million one time). Boosts student aid through supplemental awards for Cal Grant recipients with dependent children, additional competitive grants, and an expanded California College Promise Program ($171 million ongoing). Initiates planning for statewide longitudinal student data system ($10 million one time). We’ll describe the student aid and data system proposals in more detail later.

AB 19 – Unit Requirements Law requires “12 or more semester units or the equivalent” “Or the equivalent” includes the equivalent in in quarter units and summer Language doesn’t permit districts to set their own definition of full time AB 19 does not authorize districts to set their own definition of full time for a summer term for categorical programs Accommodations Individual accommodation determinations must be determined based on a fact-intensive analysis that would depend on a student’s specific circumstance and therefore is more appropriately made by district legal counsel.

AB 705 Regulations 55002. Standards and Criteria for Courses.
Noncredit courses may be a prerequisite for a credit course Policies for Prerequisites, Corequisites, and Advisories on Recommended Preparation Corequisite courses intended as support for transfer-level English or math (or quantitative reasoning) courses, corequisite course must increase the likelihood the student will pass the transfer-level course

AB 705 Regulations 55063. Minimum Requirements for Associate Degree.
Clean-up language for consistency Removes option of an assessment exam for demonstrating competency in written expression and mathematics. Scope and Intent. Changes for clarity. Removes SSSP EC and adds EC of the newly established Student Equity and Achievement Program (“SEA Program”).

AB 705 Regulations English and Mathematics Placement and Assessment. Added 55522(a) - Scope and Intent. Reflects the scope and intent of AB 705. Added 55522(b) - Placement Data. requires districts to use certain high school data for placement and authorizes the use of self-reported high school performance data under certain circumstances

AB 705 Regulations Added 55522(c) – Placement Methods
Establishes placement methods contemplated by AB 705, and to underscore the Legislature’s intent to focus placement efforts on the use of data 55522(c)(1) authorizes use of three placement methods: (A) the Chancellor’s Office placement method, (B) district’s placement method based upon localized research, and (C) the district’s placement method based upon guided placement 55522(c)(2) requires authorized placement methods fulfill the intent of AB 705 and prohibits placing students into remedial courses except under certain circumstances

AB 705 Regulations Added 55522(c) – Placement Methods
55522(c)(3) requires that districts using their own placement methods must report to the Chancellor to ensure compliance with the requirements of AB 705 and these amended regulations 55522(c)(4) indicates that AB 705 and these proposed regulations apply retroactively to students currently placed in pre-transfer level courses, and requires Districts to implement retroactive placement.

55522(c)(5) requires districts to begin complying with AB and these proposed regulations by Fall or quarter in 2019. 55522(d) Amended 55522(a) to 55522(d) for consistency. Added “and instruments” and “(or quantitative reasoning)” for clarity and consistency with the proposed amendments on approved assessment tests or instruments

AB 705 Regulations Added 55522(i) Added 55522(j)
Proposed subdivision (i) to tie requirements of Assembly Bill (amending Education Code section 78213) to receipt of Student Equity and Achievement Program funds. Added 55522(j) Proposed subdivision (j) as an enforcement mechanism for the Chancellor to enforce the proposed AB 705 regulations.

AB 705 Updates AB 1805: Inform students of their rights to access transfer-level course work and multiple measures placement policies: catalog, orientation, website, etc. Annual reports to the Chancellor’s Office regarding placement policies, placement results and course details, explanation of effectiveness and alignment with AB 705 (added to proposed regs) Related to SEA eligibility
