Real-Time Control Systems – Essential Market Support Ing. Miroslav Konečný Ing. Jiří Macků Control Systems Division OSC, a.s. Presentation for ISTI FORUM 2007

2 Division of Electricity Market Participants Subjects of settlement they are responsible for deviation against Electricity Market Operator caused by themselves or by their partners The others they are not responsible for deviation against Electricity Market Operator, the deviation is a subject of the contract with their partner

3 Division of Electricity Market Members Subjects of settlement: settlement of deviations carried out directly by Electricity Market Operator payment for deviation (power delivered or consumed beyond the terms of contract) – according to deviation settlement price additional expenditures share for purchase of power for ensurance of grid balance possibility of transferring responsibility for deviation to another subject of deviation settlement

4 Division of Electricity Market Members The others: they are not responsible for deviation against Electricity Market Operator (EMO) consumption/delivery terms of contract typically, bigger consumptions are monitored for a quarter-hour maximum

5 Average Price of Power in Intra-Day Market (EMO) daily averages in 2005 (working days)

6 Average Price In Spot Market (EEX) hour contracts in 2006 (September - December)

7 Active Approach to Power Flow Control active approach to control of production/consumption (power flow) is a means of costs reduction effective work with deviation – deviation payment reduction overview of potentialities and immediate production/consumption status – reserve utilization possibility conditions of implementation : technological: capabilities and equipment of production/distribution technology control: immediate overview of operation, obligations, potentialities, trade decision support

8 Power Process Monitoring real-time data acquisition from power production/consumption typical intervals of evaluation: ¼ hour, 1 hour, 1 day maximal data acquisition scan 1 minute trade period result prediction is essential for well-timed reaction

9 Period Result / Deviation Prediction (1) timely detection of low (on the left) or high (on the right) consumption/production small power correction cancels out the deviation at the end of the period

10 Prediction of Period Result – Deviations (2) timely prediction – large available target area – large deviation correction area late reaction to deviation - deviation can not be eliminated

11 Deviation Elimination Within the Trade Hour - an example

12 Process Data – Control Essential control cycle : operation scheduling production control operation assessment basis: reliable, verified process data

13 Means for Production/Consumption Control by OSC superordinate to individual SCADA systems connected to: enterprise-level IT systems operation scheduling system authorities (EMO, TSO etc.) basic parts: monitoring and production control (OSCALC) balance, overview, market support (OSCVANTAGE) process data acquisition (TELE, DIGRAST)

14 Example of Use for Power Production and Distribution OSCALC Central System of Power & Ancillary Services Production Control TELE Power Plant Terminal – Distributed Real-Time Unit OSCVANTAGE Central Power Production Information System DIGRAST Power Flow Management System

15 Basic System Functions TELE, DIGRAST data acquisition, receiving commands from authorities, data for operation assessment OSCALC operation schedule handling operation monitoring, data aggregation prediction of trade period balance, automatic corrective intervention resource optimization (cost, dynamics, amortization,...) OSCVANTAGE calculations, balances, overviews, analysis of technical indices operation assessment indices data exchange with control authorities (EMO etc.) analysis of technical scenarios, reserves, potentialities

16 OSCVANTAGE – Power Production Information System Connections to other systems: Serial communication: IEC 870, TG 809, Modbus,... Database access: OLE DB, ODBC, JDBC, … Data exchange: SOAP, XML, CSV,... User interface: Web, e-mail, files,...

17 Installations of OSC Systems in Central Europe
