What is Re-entry? Re-entry is the “approved, temporary entry into a restricted zone for essential purpose” Any area evacuated restricted for future entry Many people will still need/want to go in Public vs. Emergency Responders

Can’t just let people in because they want to Must protect the safety of those who re-enter Logistics are considerable

Why we started? Cities and counties assigned primary responsibility
Originally re-entry only done from a traffic and access control point Re-entry wasn’t getting much attention Re-entry of emergency workers versus the public

Determine access points Develop and evaluate requests to re-enter Brief and provide basic PPE and dosimetry Register and track all people re-entering and issue stay times Decontamination Security

Concept Day 1-2 Day 2-4 Setting up the center Retrieval of pets
All emergency response re-entry functions managed out of EOC (LE, Fire, EMS) Day 2-4 Center is set up to receive applicants with opportunities for other organizations to help (ANI, FEMA, Behavioral Health, VOAD, etc.) Applicants are approved/rejected and approved receive training, dosimetry and transported by bus to Re-entry Access Point and receive ID and permit number Emergency worker re-entry continues out of County EOC FEMA/Christopher Ragazzo 3/4/2019

Process: Planning Anticipate re-entry priorities
- Utilities, hospital, care facilities that weren’t evacuated Review critical infrastructure needs - Residential area, businesses, care facilities, agriculture producers/processors 3/4/2019

LE, Fire, EMS, PW identifies best re-entry point Declare State of Emergency Sheriff request for National Guard Support for re-entry point and restricted zone control 3/4/2019

Issue media release Re-entry Center-applicants present their application and ID - Explain need to enter in brief interview - Collect contact info Applications reviewed by emergency management Other booths at Re-entry Center - e.g. Voad, MDH, FEMA DRC, and ANI Center staff will contact /phone with details-reporting time and location 3/4/2019

Once Applicant Approved
Approved applicant comes to Re-entry Center JIT Training-dosimetry and briefing at Re-entry Center (present ID and permit) Determine efficient bus routes Individuals tracked for accountability Scheduled pickup and return to access point At leaving restricted point-monitor and decon (initially could be EWD) Dosimetry returned, logged and results tracked in managed database 3/4/2019
