2 Courts acitvity-based budgeting
Based on 5-year strategic plan All the projects, activities and requests for funding have to be in consistent with the strategic plan and support the goals agreed

3 Perfomance-based budgeting
mainly related to proceeding time vary by case type measured by statistics PROCEDURAL GOALS new position judicial clerk higher salary for qualified staff principles and procedure for performance based remuneration PERSONNEL-RELATED GOALS structural changes to the court office improvement of the model for the delivery of judicial documents ORGANISATIONAL GOALS Pilot started in the biggest court in , in all courts Based on agreement of goals between chairman and director of the court and the Ministry of Justice Agreements evolved from statistics and negotiation, keeping in mind the goals and taking into account last statistics and specific problems in different courts Courts had quarterly reporting obligation

4 Accrual-based budgeting
From 2018 all third persons costs (for example postal service, expertise costs) in courts are accrual-based This means- courts don’t have fixed funding for these costs Ministry has a possibility to transmit 3% of the last years funds to the next year
