Pending DY4 and DY5 Valuations
Update provided by HHSC for valuation review by CMS As of 12/6/13 124 Projects still under review by CMS as potential DY4-5 Valuation outliers 2 projects in Texas were withdrawn 122 projects still under review Region 15 has 3 projects on the list: 2 Projects just received reductions for DY2-3, and are also on the DY4-5 list Likely approximate reductions of $2,500,000 Money back to Region 15 for 3 year and contingency projects The 3rd project may or may not be reduced 4 4

3 Year Projects / Contingency Project
Latest data from HHSC on 12/7/13: Region 15 has $18,258,207 left over for 3 year projects Further valuation reductions from the DY4-5 review (3 Region 15 projects) will offer additional monies to the 3 year and contingency projects

3 Year Projects 3 year and contingency project narratives and workbooks due to Anchor: 12/16/13 3 Year RHP Plan will be blended and submitted to HHSC by the Anchor If your project is at the end and not sure if sufficient funds will be available, HHSC has asked that you include this statement with the one page narrative provider summary: This project is being submitted at is full proposed value ($X) for DY3-5 even though only $X currently is available for the project based on RHP X's allocation for 3-year projects. If additional funds do not become available, the provider would/would not be willing to perform the project for the $X currently available.

Category 3 Policy Change
Due to CMS still not approving Category 3, HHSC is proposing a broader streamlined strategy that will help providers meet the expectation to report performance improvement in DY4-5. Their strategy is to prepare for “Waiver 2” with DSRIP measurement approaches DY4-5 –50% allocation for Pay for Performance P4P and 50% allocation for Pay for Reporting P4R DY3 Pay for Reporting P4R Only 10% improvement measures will be adopted as standard

Category 3 Policy Change
CMS may not approve some category 3 items for pay for performance: Hospital providers may re-select from a subset of PPA, PPC, PPR and the cat 3 choices don’t have to directly tie to main project Non-hospital providers choose a subset of measures or collaborations to promote data sharing or reliability of measures HHSC will release a new document that shows the designations of P4P and P4R for the cat 3 measures and will hold a webinar to explain them

12/23/13 - October Reporting Results to Providers Early January, IGT notice Late January, 2014 – October DY 2 pmt 1/17/14 – Provider response to ‘need more information’ from October Reporting 2/7/14 HHSC approve or deny additional information 4/2014 approvals processed April for July pmt. Mid-Late January, 2014 Phase 4 Results Early February, 2014 submit responses to HHSC - Anchor
