William S. Gray, 1925 “[reading] is essential in every content subject…” “Every teacher is a teacher of reading.” Content-area reading is not a new concept. In 1925, William S. Gray, preeminent among first generation reading educators and researchers said that reading "is essential in every content subject. In fact, rapid progress in these subjects depends in a large degree on the ability of pupils to read independently and intelligently. It follows that good teaching must provide for the improvement and refinement of the reading attitudes, habits, and skills that are needed in all school activities involving reading. He is credited with having forged the beginnings of content-area reading and is associated with the mantra "Every teacher is a teacher of reading."

Why Reading and Social Studies?
Functional instruction in content areas integrates comprehension strategies and content acquisition. Content-area study is really the study of language. “The literature also suggests that teaching comprehension in the context of specific academic areas - for example, social studies - can be effective.” National Reading Panel (2000) Content-area study is really the study of language. "History is not events. It is language describing and interpreting events. Astronomy is not planets and stars. It is a way of talking about planets and stars."
