I am presenting this on behalf of my colleague Olga, who was unable to attend the conference.

2. What is the campaign about?
The 10by20 campaign is Harm Reduction International’s global campaign to increase national and international financial support for harm reduction.
We are calling on governments:
To redirect 10 per cent of the resources that they currently spend on the ineffective drug control to harm reduction by 2020.
What I want to highlight here, the campaign ask is not literal.

3. The state of harm reduction
Global coverage of harm reduction interventions to prevent HIV, HCV and overdose is critically low, with less than 1% of people who inject drugs living in countries with high coverage;
Between 2011 and 2015 new HIV infections among people who inject drugs increased by one third;
Fatal overdose deaths are on the rise globally;
Funding for harm reduction in LMICs declined between 2007 and 2016.

In many countries, spending on drug control exceeds investment in harm reduction – globally, governments spend at least $100 billion every year on drug control.
