Long Term Plan overall Equal access Good experience
The plan is about making a difference throughout people’s lives, starting with a stronger focus on children and young people with the most complex of needs. Our ambitions are that across the whole NHS and wider society, we do more to ensure that all people with a learning disability, autism, or both can live happier, healthier, longer lives. Providing the best start in life
CYP in special and residential schools better access to hearing, sight and dental checks. Commitment to reduce waiting times for autism diagnosis. CYP with the most complex needs will have a keyworker to help coordinate the support they get (start with CYP who are inpatients or at risk of being admitted to hospital and will extend to other vulnerable CYP). Investment in specialist community teams to help support autistic CYP and their families.

Reducing health inequalities
Expanding the use of STOMP STAMP reviews. Training to improve understanding of autism. Similar work will be done with the Dept of Education and with local authorities. Pilot of annual health checks. Flagging and use of reasonable adjustments IHQ team working into other programmes in wider NHS such pharmacy / mental health to ensure autistic people are a priority.

Employment of autistic people
There will be more opportunities for autistic people to do internships (a kind of job-based training) which can lead to paid employment. We want more public organisations to think how they can champion the employment of people with lived experience and how everyone benefits because of it.

Continuing Transforming Care
Commitment to people living in homes not hospitals. Further reducing how many children, young people and adults are treated in specialist hospitals. 7-day specialist multidisciplinary service and crisis care to support people in their communities.

Continuing Transforming Care
More PHBs to give more choice and control over how people are supported. Care Education and Treatment Reviews will continue. Local service providers more control of budgets for people who are in inpatient care, or who are at risk of it. To help them spend the money on support in the community / make stays in inpatient services shorter / stop out of area placements. People with the most complex needs will have a keyworker to help coordinate the support they get. This will include for children and young people in transitions. More money given to crisis and forensic services for those at risk of admission to inpatient service, or who have committed a crime.

Phase 2 of the Long Term Plan
Local NHS organisations working together as part of wider systems (TCP / STP / ICS) develop their own strategies for next five years Based on the ambitions set out in the plan and their funding allocations: By April 2019 publication of local plans for 2019/20 Local plans submitted in Autumn

Local partners and TCPs
Staff, patients, the public and other partners should have the opportunity to help local NHS to determine what the plan means for their area. NHS LTP alignment with Autism Strategy and other work. Healthwatch organisations across the country contracted to carry out engagement activities within each local health and care system (STP area). NHS nationally will carry on the conversation with key stakeholders to maintain their support and partnership Can mention this will include the establishment of an NHS Assembly, membership of which will be drawn from, among others, national clinical, patient and staff organisations, the VCSE sector and front-line health and care leaders. It will be for each local STP/ICS to agree with their lead Healthwatch the appropriate questions and approach for the engagement exercise at system, place and neighbourhood levels. We would encourage innovation in these approaches so that we are reaching into communities beyond those regularly or keenest to be involved.
