What is a policy? Choosing the adequate format: A policy
A policy contains all general principles and standards relevant to address the internal displacement situation in Afghanistan. A policy directs and guides authorities and other actors addressing internal displacement in Afghanistan. A policy needs implementation through a multi-sectoral and contextualized action plan.

Determining the scope: 3 steps
1. What is the basis to determine the scope? 2. Displacement-specific or sectoral regulation? 3. Comprehensive vs partial instrument?

IDP policy is a displacement-specific instrument. Advantages: Context-specific and consistent Reducing risk of leaving gaps Simple and flexible instrument Positive political signal Sectoral regulations needed for implementation

Comprehensive regulation Adequate limitations? Cause, area, displacement-phase, timeframe? Context-specific assessment Minimum scope
