Federal Requirements for LIEP
Federal expectations require that school divisions develop and implement a language instructional education program (LIEP) that, in the view of legitimate experts, has a reasonable chance of success. School divisions must also ensure that the ELs are being provided language assistance that allows them to access grade level core curriculum to succeed in the general education setting.

Federal Requirements for LIEP
The goal of a LIEP is to increase EL English language proficiency and academic language proficiency in content area classrooms. Effective LIEP programs should focus on collaboration and shared accountability for the academic success of ELs.

WIDA ELD Standards On March 19, 2008, the Virginia Board Of Education adopted the World–Class Instructional Design and Assessment (WIDA) English Language Development Standards.

WIDA ELD Standards The Virginia Standards of Learning (SOL), in conjunction with the WIDA ELD standards, should guide the development of the division LIEP. Furthermore, the WIDA ELD standards should be incorporated into instructional practices and strategies in K‐12 classrooms that include ELs.

How does the LEA evaluate the effectiveness of the LIEPs in which ELs are placed to assist them in attaining English proficiency and meeting state academic standards? VI. What is the LEA’s process to provide sufficient qualified EL staff and adequate resources, including appropriate materials, to effectively implement their chosen LIEP?

English Language Development (ELD) Standards 1.1: The LEA ensures the ELD Standards are implemented. [§3115 and §1111] Guiding Question 1.1a. How does the LEA ensure the English language development (ELD) standards are implemented by both general education and ESL teachers, in all classrooms, with ELs grades K-12?

WIDA ELD Standards Elements of an effectively implemented LIEP in the LEA should include: Providing professional development to administrators, general education teachers, and other educators of ELs to understand the WIDA ELD standards and how they should be effectively incorporated into existing instructional frameworks; 2) Establishing mechanisms for sharing effective practices for incorporating the WIDA ELD standards across classrooms and schools; and
