2 What is the ‘Protocol’? Formalised in 2001 by Norfolk GTLG
Twofold purpose: To reduce the systematic moving on of encampments To establish 20 short stay stopping sites A two-edged sword: Provides toleration where moving on is not proportionate Evidences a thorough process when possession of land is necessary
