Talk of active and passive measurement techniques
Talk of methods of transferring measurements among entities

What we need to accomplish
Form core group of ideas the group would like to solve (e.g. VOIP vs. Handover, a vs g, EBSS vs. IBSS)
Distill the ideas into basic measurements required (get focus on PAR)
Define the measurements (e.g. RSSI)
Enable the measurements
This will provide a toolset vendors and implementers can take advantage of to come up with other unique ideas not yet thought about
